POND Committee

• Reminder to please pick up your trash or litter by pond, pavilion, playground, & courts.

ROAD COMMITTEE: 

• Continue cold patching holes, low spots as needed. 
• Replace old or missing traffic signs.  Yield sign for back road and causeway road.  
• Stop sign needed end of pond road where it meets Hickory/Timberlane
• Possibly 1 or more speed limit signs need replacing.

TRAILER STORAGE:  Will continue with current storage guidelines. Storage is spoken for 2024-2025. Trailers should all be out by end of Sept. Boat storage will be open for those with spots starting October. Contact Tom Lynch with questions.

OLD BUSINESS:

•  Island Dead Tree Removal plans/project
• Discussion on the letters sent to Island residents with dead trees on property.
• CLARIFICATION- The Board is NOT planning on coming on to your property to remove your trees. We are asking for residents that received a letter to formulate a “plan” on who and how you plan to remove them at some point, (personally? Tree removal business?  Other??)
  • Please have a “plan” in place by end of Sept on how you’d like to move forward with removal of said dead trees throughout the next few months.  If you need names/numbers of reputable tree removal services, contact the Board.
• Board members will be checking back with residents on your plans or questions/concerns.

*REMINDER for all membership to trim low hanging branches over the roads, and any branches hanging into the roads, especially any blocking view on corners.

• Members all have a responsibility to keep lines of sight clear on the roadways.
• Nuisance letters all appear to be in compliance.

Pond Road Gate Update:

• Pond road gate was installed on Labor Day weekend. Again, this gate will be closed at night only on busy holiday weekends. (July 4, Labor Day etc)
  • Discussion held on how the gate closure went on Labor Day Weekend.
    • Was it closed too early? 
    • Need to have more than 1 key
    • A few of the large rocks put in place on each side of gate were moved so a cart or some kind of vehicle could go past the gate.
  • Terry Denner made motion on holiday weekends to have gate opened by 6am and close at 11pm.
  • Josh G will contact Kate Hoffman to have another set of keys made for gate.
• Linda L 2^nd, all in favor. Approved.

AEDs and CPR Training: To be coordinated by Tim Ahlers

Alliant Project is still ongoing but at a current standstill waiting on transformers. Will be 2025 for full completion of project.

Media Com intends to do their own project in the future but details are not available as to a timeline.

NEW BUSINESS:

• Discussion on certain actions, behaviors, repeated actions by individuals, residents or not, guests, kids etc.
  • Concerns were raised from golf cart speeds, inattentive driving, causing accidents, loud parties etc.
  • Discussed Responsibilities of residents for their actions and those of their kids and guests.
  • Are there needs for penalties for continued patterns of disregard for safety rules?
    • Speed limits –all vehicles, especially golf carts/motor bikes with younger drivers
    • Damage to property (personal) or common grounds?
    • Respecting your neighbors
    • Quiet time?
  • If accidents happen between private parties, then the two parties should work it out.
  • We all want the island to be a fun, welcoming place for seasonal and permanent residents.
  • We need transparency on ideas back and forth that will continue to maintain the great atmosphere that makes the island special and safe environment.

Discussion held on purchasing a couple trail cams (to use as needed, if needed) for the future to monitor behavior in pond area. Terry Denner made a motion to purchase 2 trail cams, Linda 2^nd. Motion approved.

• Discussion on boats tied up at north boat ramp all through a holiday weekend.  Cannot be moored there the entire weekend. 
• Winter preparations-Dock removal.  Check with Tim Hoffman on date for winter removal
• Pond—additional signage will be added to pond about aerators at appropriate time of fall.
• Addendum –
  • Can Sorting- held after meeting 9-21-24. 50 bags were made ready for redemption. Wow! Thank you volunteers!

Treasurer’s Report:

• Cindy Lynch mentioned there are 2 new deposits for the fireworks fund.
  • Still have approx. $2000 in outstanding annual due. Cindy will make one last round of appeals, and then second invoices will be issued with late penalty applied.
  • CD is in good shape but will need to be shifted sometime later in September.
  • We have Kluesner Sanitation has purchased Bi-County but there are no changes at this time.

Bills Submitted:

• Alliant (monthly auto-pay)
  • Plumbing Invoice for repairs to office bathroom
  • Hoffman Lawn Care-mowing trimming common grounds
  • AED Box Installation. Tim Ahlers will need to coordinate with homeowners where the boxes will be located

Committee Reports:   

POND Committee

• *Note made the aerators were off after recent high water.  Kari will be treating water and aerators will be turned back on.  Need to move the fishing dock back from the beach to the north side of pond shore.
• Remember to fish your limit.
• The cart path to the beach is not an offroad race track for carts, motor bikes, atvs.  Drive responsibly.
• Still need to finish up a few last projects around pond, and courts.
• Thank you for the playground canopy and sitting bench!  Much appreciated!
• Next year, barring any high water, porta-potty will be placed by pond again.

ROAD COMMITTEE:  Ongoing concerns with holes and dips caused by Alliant. Definitely need to drive around  island and apply cold patches before winter.

TRAILER STORAGE:  Will continue with current storage guidelines. Storage is spoken for 2024-2025 Cindy Lynch brought up that some or all of the funds generated by storage fees be used for upkeep of the Association Office and steel building.  Door to office should be replaced soon.  Everyone present agreed that is a good proposal.

  • Fall project for Board to check out which lots have the most concerning dead trees and plans for removal.

Update to By-Laws: Laurie will add addendum to By-laws to indicate the 9:00 am time change to annual meeting going forward.  It was voted on and approved by membership present.

Speeding Vehicles:   

• With a really busy Labor Day weekend ahead, make sure your kids, grandkids, friends, relatives all know and understand the road rules, speed limit. Practice Safe driving behaviors.
• Low riding vehicles should have a flag for visibility, ie go karts, small motorbikes, atvs.    

NEW BUSINESS:

Terry Denner presented a couple quotes for a new Boat Dock at north ramp.  One for $19K all aluminum, wide walkway, walkway on wheels. Bumpers. Etc. Another at $23K. Since so late in season and not a full board this discussion will be tabled.

UPDATE!!  LABOR DAY FIREWORKS  SUNDAY SEPTEMBER 1^ST   SAND PIT   9:00 PM

*FIREWORKS Set up will be taking place late in the week and that day. Please Do Not drive your ATVS etc through the staging area!

ATTENTION Due to the flooding and changing river level, we are going to delay our island fireworks to Sunday, Sept 1 (Labor Day weekend). Have a fun and safe 4th of July!

*There may be a couple families doing smaller personal fireworks in the sand pit are, you are welcome to watch. Also: Area towns such as Garnavillo (7-3), Marquette (7-4) and Guttenberg (7-6) all have planned festivities and fireworks displays.

Call to Order:  The Annual Meeting was called to order at 9:03 a.m. by President. Josh Geistkemper. Josh made note that the Annual Meeting notice was mailed two weeks prior to meeting.  

Board Roll Call:  Present were President Josh Geistkemper, Vice President Tim Ahlers. Board Members:  Linda Lampe, Gail Scherr, Brett Flickinger, Kate Hoffmann Absent: Kevin Thie   Also present- Treasurer: Cindy Lynch and Secretary Laurie Helling.    

Annual Meeting Minutes: Josh asked to forgo the reading of last year’s minutes. There were no requests or questions regarding minutes by members present, so therefore a motion was made by member Terry Lubbers to waive reading of minutes aloud. Kate Hoffmann. 2^nd, all approved, so moved.

Treasurer’s Annual Report:

• Cash Flow and Balance Sheet presented by Josh Geistkemper.  Copy was included on Annual Meeting Notice Mailing.
• Josh brought up our biggest annual expense continues to be waste disposal and Insurance.
  • Josh has been shopping around at Insurance providers and it’s been difficult to find companies willing to handle the liability riders. Will continue to check for better quotes.
• No questions from the floor regarding financial report. Motion made by Josh to approve Treasurer’s Report. 2^nd by Tim Ahlers. All approved. So moved.

Committee Reports:

Road Report:  Josh Geistkemper reports that the sweeping of the roads last summer was not a good thing to do for the life of the road.  Had the weather conditions not been so dry and more ideal, the excess gravel would’ve been pressed down into the tar and we would not have had the excessive dust. But it is what it is at this time.

• With the future in mind, Josh has been checking around with 2 other contractors and estimating how much we may need to have set aside in the future for road resealing. Contractors so far have roughly predicted a 30% or higher cost. So we should expect to be close or possibly around $100K next time it needs to be done.
• The roads have also taken more roughing up with the ongoing Alliant work and possible Mediacom project in the future.
•  Alliant has continued to patch, but there are some areas that definitely need cold patching as well.(Hole on back road) Josh and a couple of members will address. The excess pea gravel is still plentiful at north side of pond.

Pond Committee:  Kari & Dennis Winders recognized and thanked all the members who volunteered their time, talents and materials at the pond this past year. They also had a breakdown of the financials from donations, can collecting/recycling.

• Plans for 2024- continue improving the sports area, pond maintenance, and general upkeep of area.
  • Any and all ideas/suggestions for improvements welcome!
  • Kari met with Bjordnsen Consulting on best practices for pond, including organic compounds to break down algae and sludge. Blue-dye once a month for alga control. Aerators, continue to monitor, possibly add another in future.
  • Teri Denner reminded all members to PROVIDE your own PICKLE BALL equipment!  We had a set in the pavilion to use but it wasn’t put away after use and the rain make the paddles unusable.
  • Teri also said once the weather settles, the completion of fencing etc. will be completed.
  • Kari reminded everyone the Pavilion can be rented for member personal events. One private is booked, other than that, it is open & available.
  • Helen Schwietert was recognized to speak from the floor. She and her late husband Ken had donated the wooden playground by the pond. She would like to request members or board help to erect a sun shade or canopy to the wooden structure. She would like to contribute for that to happen in Kenny’s memory.
  • THANK YOU to the Can Sorting/Redemption events. Cindy Lynch, Linda Lampe, for spreading the word and organizing sort days! It always seems to be the same folks helping out.
    • We could use a couple more volunteers to haul cans to the redemption center! Contact Cindy Lynch or Linda Lampe.  
    • Thanks to the Zearleys & Geistkempers and others who have helped.

•  Please take your turn! Plan to participate this summer & Bring a friend.  A lot of funds are generated for the Pond Rec Fund which benefits ALL Esmann members!

  • Do Not Crush Cans—they don’t get accepted at redemption center
  • No Plastic –  No Glass  – No Garbage –  Nickel cans only
  • Use twist ties on bags, KNOTS are a no-no!

• PLEASE USE your Esmann Island Member hanging PLACARD or small Vinyl decals for your cart windshield, ATV, UTV, or any vehicle parked by pond area, beach area, pavilion. Make sure your guests know and use it as well.  **If you are a new island member, contact Cindy Lynch or Kari Winders
  • GENERAL REMINDERS about respecting spaces around the pond area, pavilion, playground.
    • 5 mph on the pond road
    • No carts IN the pavilion
    • The cart path to the pond beach is not an off-road racetrack for mini bikes, motorcycles, carts, or side by sides.
    • If members, guest, or kids are not aware of, or following rules, please make note of the lot numbers that should be on golf carts and go talk to member or parents.  Safety first. Always.

• REMINDER— Please remember to pick up behind you at beach/pond   Remind your guests as well.
  • Garbage receptacle will be placed by pavilion
  • Follow DNR rules for catch limits in pond.   Better yet, catch and release small fish.   

ESMANN LANDSCAPE & COMMON GROUNDS COMMITTEE: 

• New Flags are up and flying high.   One of the shrubs at the Esmann Rock has died and will be dug out.
• If anyone would like to donate a new shrub or flowering tree please contact Gail Scheer or Teri Denner.
• Thank you to all those who volunteered to help clean up weeds around the pond and boat ramp area a couple weeks ago!
• Teri Denner asks IF you have leaves this fall/spring, or even dry grass clippings, please place in the areas along the cart path by beach. Dump on top of the weeds & ivy in the open areas along the path to help keep them down and smothered.

BUILDING COMMITTEE:  Current members:  Ken “Doc” Rolfes, Phil “Buc” Lampe

• Recent resignations of Chris Miller and Mike Burke from the committee have raised the need for new volunteers on the committee.
  • Dave Wagner volunteered at the meeting to join the building committee. We certainly would welcome one more member. If interested, please contact any board member.
  • Keep in mind, you must have county and DNR permits before presenting building proposal form to the committee and board for approval.

If you have questions or aren’t sure about any regulations, always ASK first BEFORE starting any building project.

BOAT STORAGE:  Boat Storage is now being managed by Tom Lynch.  Winter Storage is full at this time, and summer storage has a wait list. As always first come, first serve. If you are interested in being placed on a wait list, Please contact Member Tom Lynch 319-560-1189

MEMBERSHIP VOTE on making amendment to By Laws and Changing Annual Meeting Start time from 10am to 9am

• Kate Hoffmann made motion to amend the start time of Annual Meeting
• Linda Lampe 2^nd the motion.  Vote was held by membership voicing AYE. None opposed. (except for one…clearly a non-early morning fan. (haha)  All In Favor. Motion Passed.

ELECTION of Board Members:

2 Open Board positions, 2. 3-year positions. Gail Scherr is on ballot and will run again for her position. We also have 1 open board position. Write in only had 4 names. Josh asked for nomination and volunteers from the floor.

Nominees for the two 3 yr positions  

• Gail Scherr
• Ballots collected and Gail re-elected.
• Josh asked for volunteer nomination from floor. Member Nikki Lynch said she would take the position if no one else volunteered.  Terry Denner was interested and said he would fill the position. All in favor.  Terry Denner is elected as a Board Member.

OLD BUSINESS:

ALLIANT PROJECT—Still ongoing

• Latest projection for completion Spring 25
• Last spring flooding and delays had put them behind.
• A few of the cement pillars will have to have the tops replaced as they are not level.
• We do charge and collect a rental fee for the storage container placed near the sandpit used by Alliant.

MEDIACOM PLANS?

• MediaCom has decided to do their own project rather than dovetail with Alliant.
• A group contracted by Mediacom has completed trenching of fiber optic from highway, under RR tracks and to the end of the dike road.
• Calls and inquiries to Mediacom have been dead ends to getting more information to date.
• Laurie Helling offered to contact a personal friend who is a regional manager for Mediacom to request more information and a contact person. More info to come.

ROAD RULES & SAFETY POINTS

• Esmann and Abel Islands jointly compiled and posted Island Safety Rules a few years ago. These are highly recommended rules for the safety of all on our island roads.
  • Discussion held on possible ways to slow down vehicles, such as temporary speed bumps which are not bolted into roadway.  Pros/Cons for only temporary slow-downs and some speeding up to fly over bumps.
  • Josh will speak to Tim Harbaugh about rubber speed strips.
  • Mike Scherr mentioned fines for excessive people on a golf cart, excessive speeding, passing each other, following too closely. Discussion held. Idea worthy but too much policing. If you get the numbers on carts, go discuss with the owners your concerns for everyone’s safety.
  • Dennis Winders Jr. mentioned the idea of digital speed monitor set up. Discussion held with Gary Gansen, Josh G. brought up pros/cons. Some feel this encourages speeding to see how fast some drivers can get the vehicles to go.  However, it may deter some commercial vehicles like Amazon or Fedex, UPS. Tabled for further board discussion.
• Discussion of installation of Pond road gate which will be closed during busy holiday weekends at night. *SEE NEW BUSINESS
• ALL VEHICAL DRIVERS: PLEASE abide by the 15 MPH Speed Limit & 5 mph Pond Area This is for ALL VEHICLES, golf carts, 4 X 4’s, ATV’s, mopeds, motor bikes, mini-bikes!  If you have guests, please inform them of the island road rules.
• As an Island Association we have rules & the responsibility to ensure the safety of our members, our neighbors, and our guests.
  • Golf Carts– 12 is the “recommended age”. Golf carts and other recreational vehicles mentioned above are member’s responsibility in case of accident. Make sure your insurance has the right coverage for safety on the roads with golf carts and other recreational vehicles.
  • If you wouldn’t let your children/grandchildren drive a car, please use good judgement with other motorized vehicles on the roads with cars.
  • Please place your 911 Address on your cart (sticker-decal) so it is visible.
  • If you see something, say something or take it directly to members, parents, cart etc owners.

• AED’s can greatly benefit someone in cardiac distress and will be up and functional in 2 weeks.
  • Once they are placed, we will post the locations of each AED placement.
  • They are simple to use, clear directions. The State of Iowa is a Good Samaritan State, meaning you can give assistance in an emergency situation with implied consent and doing the best to your ability and in good faith, not liable if unselfishly helping others.
  • With this said, IF you are interested in CPR training and use of AED, please contact Cindy Lynch!
  • Tim Ahlers said we can accommodate up to 8 people in a training session.
  • It’s always encouraged for people (if you are physically able) to be certified in CPR. Hopefully never, but you don’t know when you may need to rely on that training.

FIREWORKS:   

• Huge thank you for Josh Geistkemper and Terry Denner families for spearheading fireworks donations, purchasing, and helping put on a great show for Esmann Members!
• Did you know?  For our annual stunning display it can cost upwards of $3800-$5000! 
• This is not a board funded event. We need all your support to keep this tradition going!
• Some discussion held on possibly adding a fireworks fee on the annual assessment. Gary Gansen said it should not be mandatory, but rather still a voluntary donation, maybe as a reminder on annual assessment to contribute. Dennis Winders Jr also stated that could open more concerns for exposure and liability.  Mike Scherr mentioned maybe 30% donate but 70-80% come and watch the show.  
• SO PLEASE:   If you come every year to watch, and you enjoy it, then please CONTRIBUTE to keep this tradition going!  You can absolutely donate anytime (Contact Laurie Helling, Cindy Lynch, Teri or Terry Denner, Josh Geistkemper (Josh’s Venmo link) and it will be put toward 2024-2025 show.  THANK YOU.

July 5th Fireworks (for Esmann members and invited guests of Esmann members) will be held at Sand Pit Saturday, Dusk (approx. 9:45)

NEW BUSINESS:

• Introduction of New Members to the Island—
  • Michele & Wayne Ahern 382 River View Road  Welcome to Esmann! We are glad you are here!

BOAT DOCK– North boat ramp is not in the water due to the high river levels and fast current. If the river level drops we can hopefully get that in place soon. With that said, the old dock is not in great shape and we’d love to have a more accessible, safer option. Ideas & suggestions are welcome.

Association Office-Plumbing Repair & Maintenance completed for functioning bathroom and turning off furnace. Portable heaters available for early spring and fall board meetings.

POND ROAD GATE to be installed very soon. Will only be closed and locked at night during busy holiday weekends. Kate Hoffman has been in charge of getting metal gate fabricated. Will need auger to sink posts on each side. Placing of a few large decorative stones on each side to deter drive arounds. Again, plans are for use on busy holiday weekends at night. 

Member discussion on full size vehicles at the pond rec area. Ideally, we do not want any large cars, pickups etc parked in pond area. Absolutely not on the cart path to beach. Member Mark Moser inquired about dropping off canoes etc.  If you are pulling in to unload, load kayaks, canoes, drop people off, pick them up, that is fine. Parking spots along the common grounds right outside the pond road, next to sand pit preferable.

DEAD TREES: 

• Josh wanted to bring to the attention of the membership we have a real concern with the amount of dead trees around the island. Many are casualties of the Emerald Ash Borer and some have been dead or rotten for some time.
• These trees have the potential to cause big issues on your properties should they fall. Especially with several power lines which have not been moved underground yet.
• Last week’s severe storm was an example of major problems, even though that was a live tree that fell, there was a fire, the ground was electrified, the road was closed, and it took all night to replace the pole, a transformer, and the boxes attached to nearby houses. It was 230-3 am when power was restored on island. We are lucky not to have lost a house to fire, or someone getting electrocuted by just trying to help. 
• The Board really wants to make sure that members take these dead or dying trees seriously and to formalize a plan for their removal in the near future.  
• Discussion was held to possibly add dead tree removal fees to a member’s annual dues if there is no plan/timeline in place to take it down and the Board takes action.
  • Gather and make available the names of tree removal companies, contractors, to take the dead trees down and remove the debris from island.  Wayne Jensen said he can provide some names.
  • Board will be taking a drive around the island and making a note of lot numbers with dead trees of concern.
  • Letters will be sent at the end of July to those lot owners to reply to board their plan on removing the trees.
  • Further action will be determined early this fall.

The Board wishes to thank all members who have volunteered their ideas, personal funds, suggestions, time & materials! With member volunteer cooperation, we again have been able to keep our association dues in-line, and able to continue improving and enjoying our thriving community!

Reading of Minutes from last meeting were waived and approved as published. Tim A motioned and Linda L seconded, All in favor.

Treasurers report approved and bills authorized for payment. Motion by Linda, 2nd by Tim.

Building Committee & Permits: Building committee reported one building permit for Farl and Beth Greene.

Also reported resignation of Chris Miller and Mike Burke from Building Committee. One additional member (minimum) is needed, 2 would be even better. Volunteers will be solicited at annual meeting. If you are interested, please contact a board member!

OLD BUSINESS:

Board approved order of 3 AED stations for installation on island. Tim will order and coordinate installation.

Key pads were installed on office and shed. Codes will be distributed on as needed basis and can be changed at the discretion of the board.

Discussion of gate at pond entrance. Kate made a motion to approve of gate installation at cost of approximately $300-$350. Second by Linda. All approved. Details of keys, gate lock time/day guidelines, etc to be determined.

After discussion of flags, Kate made motion to OK annual (1st regular meeting) assessment of flag and make purchases as necessary for US and state flags. Ron Reisner may have a flag to donate (depending on size requirements) Teri Denner will purchase.

No update on Alliant project or purchase of boat dock.

Rules on golf cart ages, etc to be distributed with annual mailing. AGAIN, respect your neighbors and teach your kids to do the same!

NEW BUSINESS

Annual meeting time change to be on the ballot for approval.

Two board positions are open, Kevin Thie and Gail Scheer. Gail will run for another term. We have no other nominees to date. If none are received we will take nominations from the floor. Please contact Cindy for nomination papers (319-560-7805)

Building maintenance…shrubs by door were removed motion by Linda and seconded to replace with modest plantings and rock from the island stockpile. Looking into furnace issue, bathroom, and further discussion of entrance door.

Teri Denner asked for permission to dig a hole and burn tree debris and bury. She also requested that we have a cleanup day for pond area. Tim proposed date of June 1 from 8-11. Linda Seconded, all in favor.

Becky Shaffer addressed the board for OK to have representatives from the Community Resource Center in Guttenberg to have a table set up at island entrance for purposes of distributing information on services provided by the Center. This will be the Friday of Memorial Day weekend.

Linda made motion to adjourn at 9:10 AM, seconded by Kate and motion carried.

Board meeting called to order by President Josh Geistkemper at 8:05 AM.

Board members present were Josh Geistkemper, Tim Ahlers, Linda Lampe, Kevin Thie, and Bret Flickinger. Kate Hoffman and Gail Scheer were absent. Island residents present were Bill Allyn, Doc Rolfe, Earl Burkle, Tammy and Gary Youngblood, Doug Hintzman and Shauna Barton. Treasurer Cindy Lynch was also present and will take minutes for Secretary Laurie Helling who is absent. Motion by Josh and seconded by Tim to approve minutes of October 2023 meeting.

Treasurers report presented in the Form of check register from 11/1/23 to 4/18/24 and trial balance report from 4/18/24. Totals can be provided on demand. (will not post financials here.) CDs are due in July and September. These will be reviewed and Cindy and Josh will make a proposal for investment after assessments are settled. Thanks to Tim for making sure winter mail and bills were taken care of. Taxes were prepared and filed by Wagner Accounting with information provided by Treasurer. First half of land rental was received in March, 2024.

The building committee presented building permits and approvals for Youngblood property, Bill Allyn property and Mark Tarpy property. All members are reminded that the guidelines are on our website and should be adhered to with the final approval from the building committee now consisting of Doc Rolfe and Buc Lampe. Anyone interested in serving on the committee should contact Josh Geistkemper or Doc Rolfe. Also, no building permits shall be reviewed from October through April.

No property ownership changes reported since October, 2023. Members are requested to please remind Cindy Lynch of any changes to address for annual mailings. Annual mailings will go out around June 1, 2024. If you don’t receive by mid-June, please advise Cindy.

OLD BUSINESS

AEDs: Tim will check into getting prices for AEDs to be mounted in specified locations. CPR training was tabled until members costs are finalized and interest is gauged for 2024

Tree trimming was discussed and members are reminded that dead trees are responsibility of property owner. PLEASE REMOVE DEAD TREES AS NEEDED.

Esmann Island FLAG Denners will raise the new flag when we have better weather ☀

Association KEYS…After discussion, It was determined that there are too many keys floating around and numeric keypads would be a better solution. Bret made the motion to purchase two key pads, one for office and one for maintenance shed, Linda seconded and motion carried. Tom Lynch has been volunteered to order and install.

ALLIANT PROJECT:Josh reported that the job is ongoing and that the transformer boxes are currently being installed. The home installations will be coordinated with homeowners, electricians and the Alliant crew. They anticipate it will take all summer to complete and they should be done by fall. Members are reminded that the concrete can be painted but not the actual transformer boxes.

ROADS: Josh will be taking a look at roads for any maintenance required. We are on the 3rd year of reseal project. Since we were not happy with last job completed by B & K we will be looking for new contractors and will likely need to do roads in a quicker timeframe than the usual 7-8 years. This will be considered when making investments later this year.

COMMON GROUND: Josh is looking at options to have new boat short term parking/embarking dock for our north boat ramp.

Note: There is still plenty of loose rock at the pond area that members are welcome to take if needed.

Meeting called to order shortly after 8 am by President Josh Geistkemper.  Present were Vice President Tim Ahlers, Kate Hoffman, Linda Lampe and Kevin Theis.  Bret Flickinger participated by phone. Absent, Gail Scheer.   Cindy Lynch was responsible for minutes in absence of Secretary Laurie Helling.

Several island members were also present: Dale Hoffman, Tim Hoffman, Don Niosi, Ken Brandel, Wayne Jensen, Terry Denner, Shawna Barton, Doug Hinzman and Doc Rolfe.

Tim Ahlers motioned to accept and forego reading of minutes of August 19 board meeting, seconded by Kate Hoffman.  Motion passed, All in favor.

Treasurers report was presented by Treasurer and approved after some discussion on approvals, upcoming winter expenses and potential investment options.  Expenses were reviewed and approved with a motion by Tim A. and seconded by Linda L.  

CD Investment options were discussed and decisions will be deferred to early 2024 pending potential expenditures.

Tim has graciously agreed to be responsible for payment of any expenses that may be required over the winter.  He will occasionally check for mail, retain office keys, etc.

Committee Reports (continued below in New Business): Doc Rolfe Reported on behalf of the building committee. There are a few projects underway for the winter, Leiss, LeFevre and potentially, Youngblood and Keune DBA Advantage Development.   AS AGREED IN THE SPRING, THERE WILL BE NO BUILDING PERMITS FROM NOVEMBER, 2023 through MARCH, 2024.  Any exceptions should be taken up with Doc Rolfe and Josh Geistkemper.  

Property Changes: There are no property ownership changes reported.

Old Business:

Tim reported that the AEDs have been received and will be distributed to Mary and Mark Eulberg, Bonnie and Chris Morris and Tim Ahlers for the winter.  Further discussion needed on placement and access for next spring.  Persons interested in providing input are asked to contact Treasurer Cindy Lynch 319-560-7805.

In conjunction with the AEDs, CPR training is still planned for spring.  There will be more details provided to those who have already expressed interest. Please contact Cindy if you have not already done so.

Tree trimming on the roadway is on hold until Alliant project is complete.  Meanwhile, tree trimming on residential property or removal is owners responsibility.

Pickle ball court is not quite complete. More concrete is to be poured. Any additional expense will come from the Pond fund.   The rec committee also expects some pond dredging in the spring.

ISLAND MEMBERS ARE REMINDED TO PICK UP AFTER THEMSELVES AND TO RESPECT THE PROPERTY IN THE PARK/PAVILION AREA SPECIFICALLY.  ALL AREAS, OF COURSE!

New Business:

A new Esmann Island flag has been purchased.  Unfortunately,  the original flag, agreed and voted by island members was very washed out and faded looking.  After consulting with the designer, Christina Miller, new colors were selected and new flag purchased. Flag will be put up in the spring.   Terry and Teri Denner have responsibility for the flags and have keys if needed.

Josh has discussed boat dock options with Ryan Riechers, TWR Marine.  He has a used set up that Josh will look at by spring and bring a proposal to the board.

Members present all participated in discussion of golf carts and folks up in the park/pavilion area late at night or habitually driving recklessly on island.  A lively discussion ended with a motion by Kate Hoffman to look into options for regulating and enforcing rules (those in place as well as new proposals).

Suggestions made ranged from law enforcement presence, some kind of fine arrangement for those rule breakers, a gate to prevent cars/trucks in pond area, cameras in the area, etc.  All agreed it was, and is, an ongoing concern and no one wants to see anyone seriously hurt.  Consensus was that we must all be good neighbors and this should include respectful confrontation if necessary.  BE A GOOD NEIGHBOR. Linda Lampe seconded motion, all in favor.

Kate Hoffman made a motion, seconded by Linda Lampe to return to regular meeting schedule as outlined in our by-laws, 3rd Saturday of each month April through October. Motion passed with all in favor.   Efforts will be made to make meeting available online for board members who are unable to attend.  It is hoped that a regular schedule will encourage attendance of the membership.

Road Conditions Josh G./Cindy L. reported that Tom Lynch has said that after talking with Alliant/Michels crew there are 3 places that Black Hills Energy had opened on the road to access gas shutoff.  Tom is following up to make sure there is some resolution by Black Hills.  These areas are marked with orange paint.  Doc said there is another area on Timberlane that should be checked.  Tom will followup.

Beautification Committee:This was a stressful year for our common grounds.  First a flood then a drought.  Next spring will begin with earnest efforts to keep our island even more beautiful.  Suggestions or offers of help can be directed to Gail Scheer. Trash cans will be made available in the pavilion area to help with this.

Boat Storage: Don Niosi reported there were 7 boats for winter storage.  All but 2 are in the building.  Those should be placed by the end of October.   Anyone on the waiting list has been notified. There may be space for one more small boat.   Contact Don if you are interested.

Winter Misc.: Tim Ahlers has keys to the island office, the gate and maintenance shed. If access is needed over the winter, please contact him.

Financial Updates: Report is available by request to any island member.  Text Cindy 319-560-7805.  Cindy will work with Josh to craft a budget that may include reserve for future projects or investments as well as budgeted expenses/income for 2024.
