Esmann Island Homeowner’s Association Board Meeting Minutes June 15, 2024

Call to Order:   Meeting was called to order at 10:15 am

Board Members:  Present were Josh Geistkemper,  Linda Lampe, Kate Hoffman, Tim Ahlers, Bret Flickinger, Gail Scherr, Terry Denner   Also present- Treasurer: Cindy Lynch  Secretary Laurie Helling     

First Order of Business: Election of Officers

  • Josh Geistkemper remains Board President.
  • Tim Ahlers remains Vice President.    
    • Make sure new and all board members have current binders and codes to office lock

Minutes:  Motion for May Minutes to be approved. Motion made by Linda, 2nd by Josh. Approved.

Treasurer’s Report:

  •  Cindy will record and deposit all dues as collected at the meeting and post meeting.

Bills Submitted:

  • Alliant (monthly auto-pay)
    • Plumbing Invoice for repairs to office bathroom
    • Cindy submitted expense for Annual Meeting printing & postage.
    • Tim Ahlers made motion to approve bills, 2nd by Terry. All approved.
    • Laurie will be turning in Web related expenses at next meeting.

Building Permits:   John & Liz Francois submitted permit for rear porch removal and replacing with small bedroom addition.  Permit has been checked by building committee and it is in compliance.

Property Changes:   None submitted at this time

Committee Reports:   Discussed at Annual Meeting

OLD BUSINESS:

  •  Island Tree/Shrub Trimming & Removal of Dead Trees
    • Discussion on posting reminders for membership to trim low hanging branches over the roads, and any that are hanging into the roads.
    • Members responsibility to keep lines of sight clear on the roadways.
    • Board members will make observations during July on the lots with dead trees.
    • Letters will be emailed to these lot owners at end of July.
    • Fall project for Board to check out which lots have the most concerning dead trees and plans for removal.
  • Pond Road Gate
    • Further discussion held on pond road gate to be closed at night on busy holiday weekends. (July 4, Labor Day)
    • Kate Hoffman gave update on gate fabrication progress. Gate will look professional &powder coated.
    • Keys will be held by Kate to start.
    • Will need to get an auger from someone to dig the gate posts on each side.
    • Also, 2 or 3 large rocks will be placed on each side to deter drive “arounds” during the gate closures.
  • Speed Limit Signs-Stop Signs
    • Need to drive around island and make sure speed limit signage and stop signs are all in place.
    • Need to order a Yield sign for back road where it meets the dike road.
    • Need stop sign at end of pond road where it meets main road.

Speeding Vehicles:  Continued discussion on how to decrease speeding vehicles: Cars, trucks, Postal, UPS, FEDEX, AMAZON and Golf carts, side by sides, motorcycles, dirt bikes, mopeds and more. Further discussion by board on trying a few speed bumps and possible digital speed sign.

  • Low riding vehicles should have a flag for visibility, ie go karts, small motorbikes, ATVs.   As this is a habitual and ongoing concern/complaint===Any and all ideas, suggestions always welcome.

Josh asked for motion to adjourn. Gail S. made motion with 2nd from Kate Hoffman. All approved. Meeting adjourned at 10:43.
