Call to Order: The Annual Meeting was called to order at 10:00 a.m. by President Terry Denner. Terry made note that the Annual Meeting notice was mailed two weeks prior to meeting.
Board Roll Call: Present were President Terry Denner. Board Members Tom Reimer, Chip Flory, Tony Reyerson, Bruce Copeland, and Bob Buhrow. Treasurer: Helen Schwietert and Secretary Laurie Helling. Absent: Vice-President Jane Ertl Root
The Board wishes to thank all members who have volunteered their ideas, suggestions, time & materials! With member volunteer cooperation, we again have been able to keep our association dues in line, and are able to continue improving and enjoying our thriving community!
Annual Meeting Minutes of 6-23-18 were announced.
- Terry Denner asked Chip Flory to proceed with reading of last year’s minutes. Terry also asked if any members present insisted the minutes be read aloud. There were no requests or questions regarding minutes by members present, so therefore a motion was made to waive reading of minutes aloud. Chip Flory asked for a motion to waive the reading of minutes. Bob Gilkes made motion, a second was made. All approved. Motion Passed.
Treasurer’s Annual Report:

Flow and Balance Sheet presented by Terry Denner.

Denner explained the CD was not showing
on the financial sheet that was sent with the mailing due to a new report
system in the island computer.
- The CD has approx. $102K and there is also a smaller amount in Money Market.
- Anyone who would like to see the specific financials is always free to ask for the details from Terry Denner or Treasurer.

- Member Leo Gansen raised a question from the floor asking about the common ground area in regard to the mowing fee. Board explained the area being mowed is roughly 4 acres, including back road, around pond, pavilion area, Association lots, Esmann rock area, and flower garden areas. Mr. Gansen agreed that fee was more in line with the amount of area being mowed.
- Member Donna Gilkes commented she thinks the lawn mowing is much better than it has been in previous years.

Mark Moser asked if the Board or lawn service would be addressing the explosion
of Poision Ivy in pond area. Terry Denner replied that we (Assoc) will be
spraying to try and keep it in check.
- ADDENDUM:*Terry asked for a motion in subsequent Board Meeting immediately following annual meeting to approve the Treasurer’s Report. Motion made Tony Reyerson and 2nd by Tom Reimer. All approved. Motion Passed.
Committee Reports:
- Boat Storage: Don Niosi was absent so Terry Denner addressed the storage. The shed is now open for summer trailer storage. Flat fee for summer months. As always first come, first serve. There is usually a waiting list so please contact Don with any questions.
- Summer Trailer Storage: Room for up to 10 trailers for summer months, immediately following annual meeting
- Road Report:
- Tom Reimer said roads are in decent shape considering the extended high water this spring.
- Members voiced concerns about some rough spots and Terry Denner said he has contacted the companies that do the road sealing. They will not come to the island for just a few random patch repairs.
- IF you are interested in having a driveway done or bigger areas repaired on the road due to lot construction etc. Please Contact a Board member to have your name and contact info placed on a list.
- IF we can gather enough names to make it worthwhile for the company to come to the island we can move forward. IF NOT, then patching will be our responsibility, if common road the Association will cold patch, or homeowner can cold patch.
- Member Dick Staab said he had contacted the paving/sealing company and verified they will not come to island for just a couple spots.
- Terry Denner said we may be able to coordinate with Abel Island and their timeline once they see how much damage has occurred because of flooding.

- Thank you, thank you, thank you to everyone who continued to donate plants and flowers to be planted along the cart path or back road. A HUGE thank you to Rick & Mary Eulberg who has a magic green thumb! They survived the high water and looking beautiful!
- Pond Committee Updates
- CAN BOXES: Available for $8.00. Boxes you can keep at your property until full. Please contact Stacey Zearley if you definitely want one and she can have them available the night of Potluck/Fireworks.

- Awesome thanks to some industrious Island Kids for their great fundraising efforts last year. The Kainz and Reisner kids raised $271 for the Pond! Great to see the future Esmann generations being active now!
- Member Dennis Winders Jr. reminded everyone that if you still would like to donate funds for a memorial plaque in the pavilion just contact a Pond Committee member—Teri Denner, Kari Winders, Cindy Miller
- Sun Shades will be readjusted and put back in the sand by the pond.
- Trash Can will be placed at end of cart path by sand. Please don’t leave trash or garbage in sand or along path. Thanks!!
- Can Bin will also be placed by sand beach area.
- So many volunteers, but special shout out to Kainz (electrical work), Sheppard (heavy equipment) Moreland (rafters) Zearleys (Can Fund)
- NEW! Mike and Nikki Lynch are going to foot the cost and maintenance for a new Port-o-Potty near the pavilion area.
- Pond Committee would like to invest in 10 Collapsible Picnic Tables for the Pavilion. Cost for each is approx. $180. LOOKING FOR 10 Members to provide funds and donate a table. You can also have a small label/nameplate with your name or in memoriam on the table.
- These tables will be taken down and stored in shed for winter months. Please see or contact KARI WINDERS

- Cindy Miller is asking for GRASS CLIPPINGS to be placed at northwest corner above pond by the Island Community Garden. There are many things planted in the garden, gourds, squash, pumpkins, cucumbers, melons…all of which are available to members when they ripen. Grass clippings are to try and keep weeds down.
- EVENTS CALENDAR: Posted on the Bulletin Board coming onto island back road, and sent in Island email group. If you need a print copy, please let Laurie Helling or Cindy Miller know.
- Thank you again for the beautiful flags display on Riverview. Goal is to have them displayed from Flag Day through Mid-July.
- Thank you to Chris & Cindy Miller for leading the fireworks donations, purchase and set up. Also thanks to all who help with the actual lighting and coordination of the show. It is awesome.
- REMINDER: Members, please remind your families & guests that personal fireworks are your responsibility and to please pick up all the paper, leftovers, etc. the next day.
- Be mindful & respectful of your neighbors and be done shooting them off by 11:00 pm at night.

Terry Denner explained there are 2 open Board positions, two 3-year positions and one 1 year open.
Bruce Copeland’s term has expired and not seeking election. We thank Bruce very much for his committed service to the Board!
There are 3 nominees for the two 3 yr positions. Terry asked each candidate to stand and give everyone a little background bio.

Ballots were collected and counted during the meeting. Results were added at end of meeting.

OLD BUSINESS:
- ALL VEHICAL DRIVERS: PLEASE abide by
the 15 MPH Speed Limit.
This is for ALL vehicles! If you have
guests, please inform them of the island road rules.
- Again, there seems to be very young children driving carts unaccompanied. 12+ is recommended age. This is member responsibility and your insurance for safety on the roads with golf carts and other recreational vehicles.
- Please place your Lot Number on your cart (sticker-decal)
- New Speed Limit Signs will be hung up at various spots on the island.
- New Signage needs to be hung around the pond area. Members Only, Swim at Own Risk etc.
- Tree/Branch/Shrub Trimming:
- Members were reminded to trim the tree branches, shrubs, vines etc. that hang or encroach into the road.
- 6 ft of easement —Member responsibility
- Island crew (board and member volunteers) will take care of the back road and common grounds.
- Dog
Ordinance: As
recorded in the May 2018 Board Minutes, a dog ordinance has been posted for all
members. Dogs need to be kept in control, have their proper shots etc.
- It is Members’ responsibility to maintain control of dogs & pets, clean up after them, and make sure they are not a nuisance on the island.
- If someone’s dog bites anyone on the island, the dog (or pet) will need to leave the island immediately.
NEW BUSINESS:
- Discussion held on Garbage dumpster issues during the Road
Embargo this spring.
- Dumpster was a big mess, with much more dumped into like wet furniture, carpeting, roofing, etc.
- Board made several calls to Bi-County to discuss and make amends for the additional pick-ups of the dumpster and heavy objects.
- We are pretty sure some of the garbage was not from island members but it was still a huge problem.
- Terry Denner said next year we will only have front road pickup and if you wish to personally have large items (not normal trash) picked up it is the member responsibility to call Bi-County to arrange and pay for pick up.
- Discussion also on having an Island Clean Up Day next spring when a dumpster is delivered and only here for a weekend. Topic will be revisited next spring meetings April & May.
- FLOOD
DAMAGE REPAIR
- Any member repairing Ice Dam/Flood damage MUST contact a board member before starting repairs.
- Seawalls do not need permits but a Road Deposit is still necessary to the Association.
- IF repairs are simply a replacement for what was damaged, again there still needs to be road deposit if heavy equipment is brought in, and a board member needs to be aware of what is being repaired.
- ANY NEW CONSTRUCTION or changing the dimensions etc of existing damages MUST go through Permitting process of Board, county and DNR.
- BUILDING
PERMITS:
- Note Change made by Board earlier this spring. Island Building Permits will only be held viable for 12 months. If there is no building activity in 12 months, your deposit and permit checks will be returned and you will need to reapply for a new permit when you are ready to build.
- ALPINE CABLE & INTERNET: Chris Miller passed along via Bill Allyn that Alpine is considering providing fiber optic to island for internet. They are trying to gauge interest. Go to Alpine website and go to fiber optic information and apparently there is a way to submit interest. We did not have all the details. We don’t know if it’s underground or overhead at this time.
- Terry Denner opened the floor for
questions, suggestions, concerns, etc.

Terry Denner made the motion to adjourn the meeting. Member made motion to adjourn, there was a 2nd. All in favor. Meeting ended at 10.45. New Board commenced to office for monthly board meeting.
