Esmann Island Owner’s Association Board Meeting May 18, 2019

Board Members Present:

Meeting called to order at 8:06 am by President Terry Denner. Board members present: Tom Reimer, Bob Buhrow, Tony Reyerson Absent:  Jane Ertl Root, Chip Flory, Bruce Copeland. Also present were Helen Schwietert (Treasurer) Laurie Helling (Secretary)

Members present:   Teri Nelson-Denner, Bob Sims, Cindy Miller, Chris Miller, Wayne Jensen

Minutes:

  • Reading of Minutes of 4-13-19 were waived. Terry Denner asked for motion to approve the board minutes.  Motion by Bob Buhrow 2nd by Tom Reimer.  All approved. Motion carried. 

Treasurer’s Report:

  • Terry Denner pointed out receipt of half the farm land lease payment and reimbursement of Pond Fund money back to the Association.
  • Common Grounds Mowing. We have not received bill yet but so far new mowing company has done a great job. They moved and bladed flood debris with an ATV at the pond area in addition to mowing.
  • Motion made by Tony Reyerson to approve Treasurers Report. 2nd by  Bob Buhrow All approved. Motion passed.

BillsPresented:   

  • Alliant Energy
  • Freidlein-Last invoice for Snow Removal
  • Bi-County Disposal
  • Laurie Helling-Stamps and Envelopes for office
  • Tom Reimer made motion to approve bills, Bob Buhrow 2nd.  All in favor.  Motion carried.

Building Permits:   

  • No new permits at this time
  • Tony Reyerson Road Deposit for new driveway work to be completed.
  • Discussion held on whether any owners with Flood/Ice damage on the river front need to do any sort of paperwork with DNR/Corps? 
  • Secretary, Laurie Helling will be contacting Aja to discuss protocol and or direction for repair/replacement of decks, columns, boathouses.

Property Ownership Changes:

  • None at this time
  • Brief discussion held on a prior requet from an Abel member to purchase a parcel of common ground from Esmann for a garage. Request denied on basis of by-laws.

Road Report:  

  •  IF the Back Road Gates are closed, they are only to be opened by a Board Member!
  • Tom Reimer reported some minimal damage on the corner coming on to back road from muskrats undermining shoulder and some other spots that will need repair.
  • The Board formally thanked Tom Reimer and Steve Sheppard for clearing back road of debris.
  • The Board formally thanked Mary Eulberg for her continued efforts in the landscaping and plantings along the back road. Despite the high water, the plants are starting to thrive again.
  • Tony Reyerson asked for permission to remove old wooden post leaning into the mailbox on 2nd Street. He will replace with a steel post cemented in.  Permission approved.
  • Terry Denner reiterated we will be contacting the Company or a freelance employee that seals the roads and try to book a date late in the summer, early fall for patching, repairs, and appointments for driveway approaches. 
    • Members wishing a driveway approach would need to sign up for service.
    • This will be brought up at the Annual Meeting.

Boat Storage Committee:   

  • Boats will need to be removed from the Association Shed prior to or by the Annual Meeting June 22nd, 2019.  
  • Repairs need to be mad to the south door of shed.
  • Motion made by Tony Reyerson to replace the front walk-in door. 2nd by Tom Reimer. Motion passed.

Ramp Committee:     Nothing to report at this time. Still underwater. Definitely will need cleanup and assessment once river levels drop accordingly.

Pond Committee:    

  • Tentative Pond Clean Up and Pavilion Finish Work. JUNE 8th. Time TBA. *Bring gloves, rakes etc
  • Pavilion finish work, install benches, hopefully get electrical hooked up.etc.
  • Pond Committee would like Grass Clippings. Drop Off at north end of Pumpkin Patch. Pumpkin Patch is north of pond on the side of treeline. If you are digging out or separating your plants, donations are always welcome.
  • Tom Reimer 2nd. Motion carried.
  • PLEASE NOTE:  Pond Fund/CAN DROP-OFF & REDEMPTION
    • PLEASE ONLY DROP OFF CANS and use the CLEAR Plastic Bags!!
      • No plastic, no glass, no trash
      • A Huge Thank You to Stacy and Jeff Zearley who collect, sort and haul the cans for collection!

OLD BUSINESS:

  • Discussion on Garbage pickup during embargo next year (or next high water event). Tabled for future.
  • No planned cleanup day this year, HOWEVER, members only need contact Bi-County for special pickup of large items. Member responsible for extra pick up fees.
  • SIGNAGE:  New signage needs to be hung up for both boat ramps, parking area, pond and playground area. New Speed Limit Signs.
  • Flood Clean Up Kits still available. Contact Laurie Helling, Secretary. 563-542-8144 450 White Oak.

NEW BUSINESS:

  • Discussion held on renewing farm lease in the fall not spring as in past. May renegotiate terms. Terry Denner and Tony Reyerson will work on this with lease holder. Tabled until next meeting.
  • Discussion on leftover logs on common ground. Tony Reyerson made motion to have logs hauled off by Freidlein.
  • Bob Sims mentioned Patty from Clayton County will be on the island doing well water testing on the request of several members. This is something that is a free service but she would prefer to have a group to make it worth her time to come to the island. If you are interested in setting up another group test, please contact Secretary Laurie Helling at 563-542-8144 or lahelling24@gmail.com so we can gauge interest.
  • ANNUAL MEETING Discussion on agenda, mailing notification and Ballots.
  • Submission of two nomination sheets with signatures approved.
  • ACCEPTING DONATIONS for Annual FIREWORKS display! Please contact Cindy & Chris Miller or Chad & Tara Williams. They will also be soliciting donations among members. Thank you for your help in this great island tradition!
  • July 4th FIREWORKS & MEMBER PICNIC will be held JUNE 29th
    • Association will provide Meat and buns.
    • Potluck for members attending
    • Bring your own seating and table setting and drinks
    • Fireworks to be held that evening June 29th.
    • More will be discussed at Annual Meeting. Also posted Island info board, FB and website.
