Esmann Island Information Statement

Your Board of Directors voted unanimously to enter into an agreement with the Army Corp of Engineers to place sand in the area south of our pond.  We wanted to fill in holes from prior sand removal.  We also felt it was desirable to clean up the area, remove unwanted trees, level the entire site, and make sand available to island residents.  We made our decision based on what we felt was best for our association.  Please note the board received no comments or concerns until the board meeting on August 17, 2013.

 

The Esmann Island Board of Directors pursuant to Covenant Article V, Section I and Bylaw Article VII, paragraph 4, entered into an easement for dredged material placement and pipeline with the Department of the Army.

 

The Army Corp of Engineers contacted us and Abel Island in August 2012.  We began discussion with them shortly thereafter.   This was reflected by board minutes of 8-18-12, 9-22-12, 10-12-12, 4-27-13, 6-8-13, and 7-20-13 and a 15 day public review published in the Guttenberg Press.

 

The easement provides the following:

 

1.       Placement of an estimated 50,000 cubic yards of sand on the existing sand footprint south of the pond.

2.       Timeline – anticipated early August 2013, but has been postponed until late September or early October.  First, site will be shaped into a containment berm with 10’ tall on average with the southern end closer to 15’ tall.

3.       Several trees in the mid-section of the area will be pushed over and placed outside the sand footprint to facilitate reuse by owners.

4.       After sand is placed, final site shaping will level the sand to a 5’ height across the site.  The outside edges of the berm will be gradually sloped.

5.       All sand will become sole personal property of Esmann Island Owner’s Association.

6.       If the Corp of Engineers needs to bring in any equipment for the dredging, they would be limited to using Timberline Drive.

7.       Any damage to our roads would be repaired to original condition.

8.       Esmann Island will receive $2,500.00 after completion of project.

9.       Every effort will be made to minimize amount of sand entering our pond and will be monitored by the Corp and DNR during the operation.

Special Board Meeting

August 18, 2013

 

Board members present:  Dave Wagner called the meeting to order at 8:00 p.m. with Mike Shaffer, Ken Brandel, Mary Eulberg, Don Niosi, and Jim McGuire in attendance.

Even though this was a special board meeting, two owners showed up — Cindy & Chris Miller and Susy & Greg Apel.

They presented the board with 18 questions concerning the sand placement.  The board answered the questions to the best of their ability.

A motion was made to sign the contract with the US Army Corps of Engineers expressing two additional concerns:

  1.  Seek assurance that every effort will be made to keep sand out of our pond.
  2. Ask the Corp to dress up the edges of the berm to prevent blowing sand.

Motion by Mike Shaffer, 2nd by Ken Brandel, motion carried.

Road Report:

 Ken Brandel reports roads are in pretty good condition

 He is working on fixing stop sign and will be completed this coming week.

Property Owner’s Concerns or Comments:

Concerns regarding private boat dock impeding their use of shore line. Board members will address this issue

Old Business:

Major concerns from public attending meeting regarding the sand pit area. Dave Wagner informed all there was a verbal agreement between the board and the Corp. of Engineers.

 Lengthy discussions held with members upset they were not informed of sand being placed on the Island. Also upset they were not approached to approve the sand dredging prior to it being approved by the board.

 Since it affects common ground; Eight members felt it should have been presented to them for approval. Two pages of questions were submitted and board answered as many as they could.

 Motion made to rescind our verbal agreement with the Corp of Engineers until an association meeting can be called to approve the action. 1st by Niosi; 2nd by Brandel.

 Motion not passed due to lack of quorum.

 Jim McGuire turned in a written resignation to the board president.

 Greg Apel has volunteered to be the winter road commissioner. He will meet with Bob Gilkes for details.

 Dave informed all, the ad he placed in the newspapers for mowing next year resulted in one inquiry. Ken Brandel will meet with this individual to tour Island.

New Business:

A rock has been found and will be purchased for the Esmann Island road sign. It is 20 x 72 x79.

 Farm lease update. The farmer is awaiting soil samples before he signs lease which is due by September 1, 2013.

 Property owner on Esmann wants mail box moved at edge of their property. Contacted the Guttenberg Post Office who contacted board members. Post Office states mail box is not on owner’s property and will not be moved.

 Several compliments to the board for the great work they do representing the association. It is much appreciated.

Next meeting is set for Saturday, September 14th 2013 at 8:00 a.m.

Road Report:

  • ·         A BIG Thank You to Mary and Rick Eulberg for clearing the brush on the back road.  The association is grateful for all that you do.
  • ·         NOTICE:  To All Homeowners, please trim your trees which are hanging over the road in front of your property.
  • ·         Ken Brandel reports the roads are in pretty good shape.
  • ·         Dave Wagner will place an ad in the newspaper for snow removal and grass mowing for this winter and next year.
  • ·         The board is looking for a volunteer to help with the roads this winter.  If you are interested, please contact any board member.
  • ·         Ken will look into purchasing posts and road closed signs for the Island entrance when there is a road embargo order. 

Property Owner’s Concerns or Comments: 

  • Concern one property owner is piling brush onto common ground.  Please do not gather brush and place anywhere on common ground.  A letter will be sent to property owner.  

Old Business:  

  • Dave Wagner advised he is still working with the Corp of Engineers on the dredging project for Esmann Island.  No official agreement has been received.
  • Terry Lubbers is still working on purchasing a large rock for the Esmann Island road sign.  He reported has found one and is working on prices to have it delivered and installed. 

New Business: 

  • Farm Lease is up for renewal.  Dave will contact farmer for an updated farm lease.
  • FIREWORKS:  For those who shot off fireworks at the sand pit, please go back and pick up the debris and tubes used.  Most people did clean up after themselves, but there are still tubes present. 
  • Board has agreed to have Dottie Reimer as secretary and Donna Gilkes as treasurer for the upcoming year.  

Next meeting is set for Saturday, August 17th 2013 at 8:00 a.m..

ESMANN ISLAND MEMBERSHIP ASSOCIATION

ANNUAL MEMBERS MEETING

06-08-13 

 

Board Members Present:  This month meeting opened by Dave Wagner for business at 10:00 a.m. Board roll called: Dave Wagner, President, Mike Shaffer, Vice President; board members: Ken Brandel, Mary Eulberg, Don Noisi and Jim McGuire, with Donna Gilkes, treasurer and Dottie Reimer, secretary. 

 

Minutes:  Approval of 2012 minutes.  Motion was made not to read aloud and approve last year’s annual board meeting minutes.  Motion made 1st by resident member, 2nd by various association members.  Motion carried~~all approved.

 

Treasurer’s Report:   Reviewed treasurer’s report with revenues and expenses from June 1, 2012 to May 31st, 2013, motion to approve treasurer’s report; 1st resident member; 2nd by various association members.  Motion carried ~~all approved. 

 

Reports of Committees:

 

Road Report:  

  1. 1.      Dave asked membership for someone to come forward and volunteer to be the winter road commissioner.  This person would work with the Clayton Ridge school district for island road closings and post road close signs and barriers during high water alerts. 
  2. 2.     We remind everyone when the barricades are up and the road closed sign is posted, please DO NOT take down these barricades or go around the road closed signs.  These are there to protect the road as well as your personal safety.  We also asked members to notify any building contractors hired, not to bring heavy equipment on the road to prevent road damage.
  3. 3.     Ken Brandel stated roads are in good condition, and the problem areas have been repaired or in the process of being repaired.
  4. 4.     Ken Brandel reported he is working with Abel Island, the Railroad Company and Clayton County to repair the railroad crossing at the entrance to the Island road.  He stated these tracks are slated to be repaired next year with 60% of the cost to the State, 20% to the Railroad and 20% to Clayton County.
  5. 5.     Dave Wagner stated Esmann Island will seal coat the roads next year without raising association dues or borrowing any funds for this project.
  6. 6.     Question was submitted by association member regarding the Corp of Engineers dredging project, and possible 2nd road from Esmann Island.  Dave reported he has not heard from them since last fall.

 

Building Committee:  No building permits at this time

 

Dock Committee:  Dock will be put in as soon as water recedes.

 

Website:

  • ·         Mike Shaffer invited anyone who has not registered on the website to do so to get island notification and updates.  The website is: www.esmannisland.com

 

 

Elections:

  • ·         There are two open seats for the Esmann Island board:  Mike Shaffer and Jim McGuire.
  • ·         Collection of ballots taken and counted.  Mike Shaffer and Jim McGuire have been re-elected to the board for the next three years.  Congratulations!

 

Old Business:

  • ·         REMINDER:  When you have guests visiting for the summer, please talk to them regarding being respectful to other people’s property.  We have received notification of some vandalism already and if everyone does their part, we can avoid this in the future.
  • ·         The board has received a complaint regarding animals running loose on the Island.  Again, the board is asking everyone to be respectful of other people’s property, and be sure you know where your pets are at all times.  Also, please pick up after your pet!
  • ·         Dave noted there are comment/concern forms posted on the bulletin board for anyone to take, complete and return to any board member.  These comment/concerns will be addressed at the next board meeting.

 

New Business:

  • ·         Guttenberg Fireworks is June 29th
  • ·         Able Island Fly-In is August 31st
  • ·         Every year the positions for Treasurer and Secretary are available.  If anyone is interested in one of these positions, please submit resume to any board member.
  • ·         Terry Lubbers has been working on getting a new sign at the entrance to Esmann Island. He and Mary Eulberg are still looking to find a rock big enough to put at the entrance to Esmann.  Mary said if anyone has a 5 ft by 6 ft rock, she would be willing to come and look at it.
  • ·         The Esmann Island board would like to thank everyone for any help and assistance they provide this past year.
  • ·         An association member wanted to thank the board for making the membership listing available for all members.
  • ·         Member asked about the playground equipment for the island.  Dave reported he has not heard from the Schneider family regarding this project.
  • ·         Dave also wanted to invite and remind everyone about our annual picnic which will start at noon today.

Road Report:

  • Ken Brandel reported he and Bob Gilkes toured the island and made an assessment of the roads.  Ken will patch those spots which need attention. 
  • Ken Brandel stated Wayne Jensen sprayed weeds on the back road as well as some mowing.  Thank you Wayne!!
  • Ken Brandel would like some volunteers to help with removing fallen trees and branches.  This will be brought up at annual meeting, if anyone is interested, please contact Ken Brandel.
  • Discussion held regarding new layer of seal coat for roads.  Able Island is interested in sharing the cost for the part of the road which is shared by both islands.
  • Dave mentioned if we wait until next year to seal coat Esmann Island roads, there will be enough funds in our account that we would not need to borrow any funds for this project. Motion made to seal coat Esmann Island roads next year and to share cost with Able Island for shared road, 1st by Niosi, 2nd by Shaffer, motion approved.

Property Owner’s Concerns or Comments: 

  • Concern/ Comment form will be posted on bulletin board for anyone’s use.  Please feel free to take one and return to any board member, secretary or treasurer.
  • Mert Duffy came forward and stated she believes the home going up next to her is too close to her lot line at the back of the property.  She is very concerned of water run off to her property.  Board members reviewed original building request and it has been noted the built structure is somewhat different from the building permit submitted.  Mert stated anything the association does; she would like a copy for her records.  Dave Wagner will send a letter to resident and copy Mert.
  • Discussion held on how to prevent this in the future, suggestion made to put on building permit for applicants to find and mark property pins prior to construction and if pins are moved, they will be prosecuted to the fullest extent of the law.  

Old Business:  

  • Farm land the association owns is 32 1/2 acres and not 37 acres as first thought.  It was agreed with the current farmer to adjust his payment due in the fall.
  • Update on rail road crossing:  Dave Wagner sent letter to board of supervisors and Don Niosi took pictures and forwarded them to his contact.
  • Esmann Island Entrance Sign:  Terry Lubbers reported back on the rock for the entrance to Esmann Island.  He reported cost of one rock found and approximately cost to transport.  He is still looking at several different locations for a large rock and report back next month.
  • Mary Eulberg will get estimated cost for engraving on rock. 

New Business: 

  • Don Niosi reported there was an attempted break-in at the association pole building sometime this winter.  There was damage done to both the back and front doors.  Discussion held and a motion made to install a motion light, 1st by Niosi, 2nd by Shaffer, motion approved.
  • Bob Gilkes came forward to resign from the winter road commission position.  Board will ask for volunteer at the annual members meeting next month.
  • Steve Lampe came forward and volunteered to be on the building committee.
  • There are two (2) board positions available for the upcoming year.  Mike Shaffer stated he would run again and Dave will contact Jim McGuire to ask if he is seeking re-election.  Dave will give information to secretary for ballots, which will be mailed out next week with the assessment notices.  Anyone who is interested in running for a board position, please notify any board member, secretary or treasurer as soon as possible.  There are also nomination forms posted on the bulletin board.
  • Esmann Island picnic is still being planned for 12:00 noon on June 8th, 2013.  We are asking for anyone who is planning to attend to notify any board member, secretary or treasure, RSVP to the Esmann Island website or e-mail Mike Shaffer at: mjshaffer@ccim.net.  We need to know how much to grill!!
