ANNUAL MEMBERS MEETING

06-09-12 

Board Members Present:  This month meeting opened by Dave Wagner for business at 10:00 a.m. Board roll called: Dave Wagner, President, Mike Shaffer, Vice President; board members: Ken Brandel, Terry Lubbers, Don Noisi and Jim McGuire, with Donna Gilkes, treasurer and Dottie Reimer, secretary. 

 

Minutes:  Approval of 2011 minutes.  Motion was made not to read and approve last year’s annual board meeting minutes.  Motion made 1st by Rod Lanaghan, 2nd by various association members.  Motion carried~~all approved.

 

Treasurer’s Report:   Reviewed treasurer’s report and revenues and expenses as of May 31, 2012, motion to approve treasurer’s report; 1st Brandel, 2nd by various association members.  Motion carried ~~all approved. 

  • Dave also notified the membership that we have no delinquent accounts on the books.  All delinquencies have been paid in full. 
  • Dave Wagner also stated with the road loan paid off we are now going to try to replenish the reserves, so the next time we have to do the road we will not have to borrow any funds.
  • Question from member regarding the winter boat storage and asked how to reserve spot in storage shed.  Dave explained the members from last year have first choice again this year and any spots that are open goes to those on a waiting list.  If anyone is interested in reserving a spot in the shed, please see Don Niosi and put your name on the list.

 

Reports of Committees:

 

Road Report:  

  1. Ken Brandel stated roads are in pretty good condition, and the holes are in the process of being fixed.  Ken also has a bid for road repairs and will bill each homeowner their portion of repairs where damage was incurred due to construction.
  2. Dave pointed out the road embargo sign which was visible to all at the meeting and asked everyone to adhere to the road closed signs during the road embargo. He also asked members to notify any building contractors hired, not to bring heavy equipment on the road to prevent road damage.
  3. Ken Brandel stated he is still working on getting the railroad crossing fixed at the entrance to the Island road.  He has spoke to numerous people at the railroad companies and has even gone to Clayton County for advice on how to get the crossing repaired.  His next step is to go to the Board of Supervisors.
  4. Ed Schneider brought up speeding on the roads and asked the board what plan was in place to curb this.  Dave Wagner stated he has contacted the County Sheriff’s department and they will include us in their regular patrol.  Discussion held on speeders on the roads.
  5.  REMINDER:  Speeding is a problem!  If everyone would please slow down and stop violators, maybe we can control this. 

Please Note:  If there are disturbances on the island, which are offensive to some, please contact the Sheriff’s department, the board is not responsible for disturbances on the island.

Website:

  • Mike Shaffer gave and update on our website: www.esmannisland.com to all, stated there were some technical problems with the site and it has now been fixed.  If anyone is still having problems receiving website update notifications, please notify Mike.  If anyone has not registered their e-mail address and would like notification updates, please notify Mike. 

Building Permits:

  • There are no new building permits
  • Bob Gilkes stated if anyone is going to build, they need the DNR approval first and then bring your permit to the association for board approval. 

Dock Update:

  • Tom Nagel thanked Larry Brown and Ed Fowlkes for helping put the docks in this year.  Thank you to Larry Brown for donating posts for the dock.  He asked the board to consider purchasing an aluminum walkway for the dock.  Discussion held with the general membership regarding purchasing a walkway from either a specific website or Guttenberg and Garnavillo to compare costs. 

Elections:

  • There are three open seats for the Esmann Island board:  Dave Wagner is running again, Ken Brandel is also running again and Mary Eulberg is vying for a seat.
  • Collection of ballots taken and counted.  Dave Wagner, Ken Brandel and Mary Eulberg have been elected to the board for the next three years.  Congratulations! 

Old Business:

  • Golf Carts:  The board would like you to put your number on your golf cart, somewhere, so if there are any violations, we can identify whose it is and take the appropriate action.  This policy has been in effect for awhile now and we just want to remind all of this again.  With a big weekend coming up and many carts with children on them will be out, we do not want to have any injuries happen, so please tell your children, grandchildren, guests to slow down when driving in the streets. 

New Business:

  • The board has been talking about putting a new sign at the entrance to Esmann Island, as the one now is dilapidating very quickly.  We have looked into the style Able has, but the costs was around $4,500.00, and have decided to try something different.  Dave passed around a sketch which Suzie Apel had drawn up.  We don’t have any bids on this yet, but wanted everyone to see what we have in mind.  This will take the place of the exiting one. Discussion was held and most felt this was a good idea.
  • The board wants to thank Cindy Miller and Mary Eulberg for beautifying the common ground areas.
  • An association member wanted to thank the board for doing a good job and for paying the road loan off so quickly.
  • An association member asked if the board every considered putting aqua sides in the sand pit. Board will look into this. 

Motion to adjourn made, 1st by Niosi, 2nd by Lubbers — Meeting adjourned 10:25 a.m.
