ESMANN ISLAND MEMBERSHIP ASSOCIATION

ANNUAL BOARD MEETING

06-25-11 

Board Members Present:  This years meeting opened by Dave Wagner for business at 10:05 a.m. Board roll called: Dave Wagner, President, Mike Schafer, Vice President; Carol Buhman, Don Noisi, Jim McGuire and Barb Engle, board members with Donna Gilkes, treasurer and Dottie Reimer, secretary.  

Minutes:  Approval of 2010 minutes.  Motion was made not to read last year annual board meeting minutes.  Motion made by Schafer, 2nd by Engle.  Motion carried~~all approved. 

Treasurer’s Report:   Reviewed treasurer’s report and revenues and expenses as of May 31, 2011 Motion to approve treasurer’s report 1st Bob Gilkes, 2nd by Jerald Burco.  Motion carried ~~all approved. 

Reports of Committees: 

Road Report:  

  1. Don Niosi stated roads are in good condition, There are spots which need repair in front of properties under construction.  The owners of these properties will be responsible for payment of these repairs.
  2. Asked every to adhere to the road closed signs during road embargo to prevent road damage.
  3. Discussion held on semis, delivery trucks, etc driving on roads during the embargo.  If anyone sees this happening, please get names of violators and board will send letter to homeowners stating a fee will be accessed to them for any damages.
  4. Suggestion made to contact Clayton County to see if they can patrol area when embargo is in force.  Board agreed to look into this.
  5. Suggested board contact open building permit holders to notify their contractors when there is a road embargo.
  6. Discussion held on speeders on the roads.  This is an on going problem and if everyone would be conscience of our rules and stop violators, maybe we can control this. 

Website:

  • Mike Shaffer gave our website: www.esmannisland.com to all, stated there is a sign up sheet at the payment table for anyone to sign up for island updates.  The board members minutes, by-laws, building permits, road embargos, flood stages, etc. are listed and when Mike makes an update, all who are signed up will get an e-mail notification.
  • If anyone would like a copy of members list showing only names, addresses and lot numbers, please contact Dottie Reimer, secretary.

Building Permits:

  • Bob Gilkes and Wayne Jensen stated we have received approximately 20 building permits this year.  Dave Wagner stated if anyone has an questions regarding the new regulations to contact the DNR or Clayton County Zoning directly.  Also, these regulations were published in the Guttenberg and Clayton County newspapers a few weeks ago. 

Dock Update:

  • Tom Nagel recovered the dock with help from Tom Reimer and Larry Brown,.  May have to move dock as the water rises.  Asked board for some new poles as ones there are in need of repair. 

ELECTIONS:

  • There are two open seats for the Esmann Island board:  Don Niosi is running again, Carol Buhman is stepping down and Terry Lubbers is vying for a seat.  Don Niosi and Terry Lubbers stood up and told a little about themselves and why they want to be on the board.
  • Collection of ballots taken, counted and there were no write in votes.  Don Niosi and Terry Lubbers have been elected to the board.
  • A BIG thank you to Carol Buhman for her years of service. 

Old Business:

  • Boat /trailerStorage for the summer starting today through September, notify Don Niosi if you are interested in renting out a spot.
  • The farmland next to association building is again being rented out this year.  The board is asking everyone to watch for any golf carts, 4-wheelers or any other vehicles, driving through the field, please get as much information as you can on the violator and report this to any board member.
  • The dumpsters, which were put at the end of the road during the embargo, had lots of items which were not trash.  The association had to pay extra to remove these items.  It is asked for everyone to be conscience of what you are disposing of in order to keep our costs down.
  • NOTE: THERE IS NO DUMPING ALLOWED ON COMMON GROUND.  If anyone does not know where the common ground is, please contact any board member.  Suggestion made to stop violators from burning on common ground and board will address this with the individuals who name was given. 

New Business:

  • Suggestion made to have storm shelters on Island for severe weather.  Board agreed to look into this.
  • Wayne Jensen stated Clayton County will test your water for a fee of $5.00.  Contact Clayton County Health and Zoning to set up an appointment.
  • Cindy Miller stated all our mulch floated away and if anyone is having a tree cut down by Galen Moser, he will mulch your tree for you and take it to north ramp.  Cindy and Mary will spread this around the needed areas.
  • Clean-Up Days; The Spring clean-up date was not set due to the flood and road embargo.  The Fall clean-up date will be looked into and a date set.
  • Thank you to Cindy Miller and Mary Eulberg for beautifying the common ground areas.
  • Discussion on dogs running loose and dog owners not picking up after them.  A reminder to all pet owners, please keep your dogs on a leash and be courteous to your neighbors.
