BOARD MEETING

08-15-09

Board Members Present; Dave Wagner called the regular meeting to order at 8:55 a.m.with Doug Hintzman, Carol Buhman, Barb Engle, Ken Brandel, Don Niosi; Mike Shaffer in attendance and Dottie Reimer, secretary.

Members Present: Ed Schneider, Wayne Jensen, Denise Schneider, Ron Schneider, Mert Duffy and Bob and Donna Gilkes. 

Minutes: Wagner called for motion to approve 7-18-09 board meeting minutes, 1st Shaffer;2nd Engle, approved, motion carried. Wagner called for motion to approve special road meeting minutes 7-18-09, 1st Niosi , 2nd Shaffer. Wagner called for motion to approvespecial personnel meeting 7-25-09, suggestion made to amend minutes to take out certain verbiage. Discussion held to remove certain verbiage from minutes: 1st  Engle, 2nd Hintzman.

Treasurers Report: Wagner loaded a new financial program on office computer. Heexplained new financials and how they will look from now on. Motion to approve newtreasurers report; 1st Engle; 2nd by Hintzman.Bills submitted for approval Alliant Energy $42.84; Wayne Jensen $500.00; True Value $36.33; Denise Schneider $195.00; Dottie Reimer $373.13. 

Buildinq Permits: 3 permits submitted, Darwin and Carol Buhman, Lot 59; Robert and KarenSheber, Lot 279; Michael Scherr, Lot 166 Building committee and board approved.

Property Ownership Changes: Lot 142 & 155 to Rick and Tammy Schreiner from DiscountHousing. 

Road Report: Ken Brandel stated roads and driveways are done. He, Don Niosi, Wayne Jensen and Bob Gilkes volunteered to removed stumps, debris, weeds, etc from west side of back road.Thanks to all of them, it looks great. Ed Schneider asked about ripples on the back road,discussion held as to maybe brooming the back road. Ken Brandel will look into brooming back road. Wayne Jensen suggested using stump removal on west side of back road, as it is hard to mow and brush is continuing to grow. Brandel will check with the DNR to see if thiswill be allowed. Wayne Jensen asked board what to do with evergreen clippings he removed from evergreens on common ground. Board agreed for Wayne to take to city dump and bill the association.

Board asked that anyone who is mowing their yard to please not mow into the street. The grass clipping should be blown back into your yards as these will clog up the drains in thewinter.

This will be added to the road rules, posted on website and put into minutes. 

Old Business: Island Clean – Up Day is Monday, September 14, flyers will be posted on the bulletinboard, office door and on website. Heavier items will be billed to each propertyowner. Dave Wagner received snow removal bid from Nick Hoffman, for winter 2009-2010.Board agreed t o put ad in paper and get more bids. Will make decision next boardmeeting. Ed Schneider asked for everything that is discussed at board meetings be put in theminutes. Mike Shaffer stated only board approved items are put into the minutes and everything else is listed as discussion. Ed also asked for copies of regulations in regards to set backs, heights, etc. Wagner and Shaffer stated all this informationcan be found in the by-laws and covenants, which can now be found on the website.

Discussion held on when a permit is needed and when one is not. All questions shouldbe referred to the building committee. (Darwin Buhman, Bob Gilkes or Wayne Jensen) Don Niosi will contact Clayton County to inquiry about their rules and come back to board next meeting. Ed also inquired about returning Irene Leonard’s retainer check and board stated as soon as all work is complete, her retainer check will be retured less $75.00 for road repair. Chloride: Don Niosi may have buyer for unused chloride if board wants to sell for $4.00 a bag. Wagner stated we have approximately 250 bags. Ron Schneider requested to purchase 10 bags, board approved and rest will be sold.

New Business: Island property has stumps whlch need to be removed, letter was to be sent toproperty owner however, Ed Schneider as been contacted by property owner to remove. Motion to extend removal of stumps 10 days (8-25-09), 1st Shaffer 2ndBuhman.Barb Engle asked if anything can be done with large branches overhanging on back road. She and Ken Brandel will get bidsto have these removed.

All property owners are asked to trim trees overhanging the roadway by theirproperty by September 19, 2009.

Boat Storage: Don Niosi has a list of people Interested In rening out shed for boat storage. Board agreed to charge $1.00 per foot for all boats except pontoons which will be $1.50 per foot per month. All boats must be removed by May 2010.

Wagner received an e-mall from property owner to have a neighborhood watch on the Island. It is encouraged for everyone to watch out for your neighbors, and reportanythlng whlch looks suspicious.Speed bumps: These will not be used at this time.

Treasurer’s position must be filled by a resident of Esmann Island. AnyoneInterested In this position please contact Dave Wagner.

Farm lease renews 9-1-09, board agreed to renew for same amount as last year. Dave will contact tenant and renew lease.

Board member spotted a tent pitched on common ground, something was said to occupants and a few weeks later they were back. If anyone sees a tent pitched oncommon ground, please contact any board member. Thls is not allowed.

Question was raised about board holding private meetings without secretary present to take minutes. Wagner stated the president can call a board meeting giving notice of 3 days to only council members, without secretary present, especially when this position is being discussed.

With no further business to discuss, there was a motion by Shaffer, 2nd by Hintzman to adjourn the meeting at 10:15 a.m. All ayes, motion carried.

Next meeting scheduled for September 19,2009 at 9:00 a.m.
