ESMANN ISLAND OWNER’S ASSOCIATION

BOARD MEETING

04-24-10 

Board Members Present:  Dave Wagner called the regular meeting to order at 9:00 a.m. with Doug Hintzman, Barb Engle and Mike Shaffer, Don Niosi, Carol Buhman in attendance and Dottie Reimer, secretary. Donna Gilkes, treasurer 

Members Present: E. W. Clifford, Larry Brown, Cletus Davis, Tom Nagel, Bob Gilkes, Mert Duffy, Dick Staab, Jeff Heising, Ed Schneider, Mark Moser, Elaine Moser and Wayne Jensen 

Minutes:  Reviewed minutes from last meeting, Motion to approve 1st Hintzman, 2nd by Engel, motion approved. 

Treasures Report: Reviewed treasurer’s report and revenues & expenses as of April 21, 2010.  Motion to approve 1st Shaffer, 2nd Niosi, and motion approved. 

Bills:  Current bills presented and reviewed motion to approve 1st Shaffer, 2nd Engel, and motion approved.   Discussed past due assessment accounts, board agreed to pursue collection efforts and send letters by regular and certified mail. 

Building Permits: Four (4) building permits presented. 1. Don Niosi, Lot 29; 2. Mike Shaffer, Lot 99; 3. Mark Moser, Lot 241; Roger Weiss, Lot 153, Approved by board.  

Property Ownership Changes:   None at this time 

Road Report:   

  • Bob Gilkes reported some people did not see embargo sign posted this Spring at the entrance road.  Asked for suggestions as to where to place this sign next year so everyone would see.  Mike Shaffer stated he would post to website, so everyone who uses the website would be notified.  Board approved to put on the agenda for the annual June meeting.
  • The Island dock has license due, Bob spoke with county and if Island used this as a dock, there is no need to license.  The dock committee will be notified to remove any stickers from dock.
  • Ed Schneider commented the North ramp was not plowed this past winter and asked if it could be done next winter.  Discussion held and decision was made for Ken Brandel to contact snow removal company to see how much more he would charge to plow a lane to the boat ramp. 

Old Business:  Comment was made regarding ‘lean to’ at homes.  The board will look into this to see what the by-laws say about this. 

New Business: 

  • Donna requested permission to purchase a new vacuum cleaner for the office, not to exceed $100.00. Motion to approve 1st Shaffer, 2nd Niosi, and motion approved.
  • Kim Gau from the Guttenberg Hospital and Jane Staebler from the Guttenberg Care Center have requested to meet with the membership of Esmann Island to discuss their facilities.  Dave has invited them to come to the annual June meeting.
  • Several homeowners raised a concern regarding neighbors not maintaining their properties.  These homeowners are raking these neighbor’s leaves which blow into their yards and would like the board to address. Letters will be sent.  PLEASE NOTE:  Everyone should be conscience of raking leaves and mowing lawns.  Not doing this could possible cause a fire hazard.  Discussion held and board will review By-Laws.  Mike Shaffer will post to the website.
  • Dave received an e-mail from a homeowner regarding properties on island in bad repair or not livable. States animals are living inside these properties and they have noticed a skunk family coming and going.  Board agreed to send nuisance letters to these homeowners and have them correct problem by May 15th or the board will fix and charge homeowner.
  • Bob Gilkes stated the storage shed if full of voles (metal mice) and asked for suggestions to get rid of.  Dave to get poison and scatter inside the shed. 

Next meeting scheduled for May 15th, 2010 at 9:00 a.m.
