ESMANN ISLAND OWNER’S ASSOCIATION

BOARD MEETING

09-19-09

 Board Members Present:  Dave Wagner called the regular meeting to order at 8:55 a.m. with Doug Hintzman, Carol Buhman, Barb Engle, Ken Brandel, Don Niosi, Mike Shaffer in attendance and Dottie Reimer, secretary.

 Members Present:  Ed Schneider, Wayne Jensen, Mert Duffy, Tom Nagel, Cletus Davis and Bob and Donna Gilkes.

 Minutes:  Wagner called for motion to approve 8-15-09 board meeting minutes, 1st Engle; 2nd Hintzman, approved, motion carried.  Wagner called for motion to approve special personnel meeting 8-15-09, 1st Hintzman; 2nd Niosi

 Treasures Report:  Motion to approve treasures report; 1st Hintzman; 2nd by Shaffer.   Wagner read names of homeowners who have not paid their association dues.  Letters will be sent to these homeowners asking for payment within 30 days.  One prior lien has been paid in full and is satisfied.

 Bills:  Bills submitted for approval. 1st Shaffer, 2nd Buhman.  Wagner stated had road bill and discussed CD’s with board.  Motion made to borrow funds from Fidelity Bank and use the CD’s as collateral . 1st Hintzman; 2nd Buhman, all approved

 

Building Permits:   3 permits submitted, Sam Helling, Lot 170; Brian and Dawn Lenth, Lot 55; Floyd Mount, Lot 74.  Building committee and board approved.

PLEASE NOTE:  BUILDING PERMITS MUST BE APPROVED BY THE ESMANN ISLAND ASSOCIATION BOARD PRIOR TO ANY WORK BEING DONE ON PROPERTY. 

Please obtain a building permit from either Bob Gilkes or Wayne Jensen prior to doing any additions to your property.

 Property Ownership Changes:   Lot 266 to Chip and Sue Flory; Lot 234 to Charlie and Mary Lou Goldsmith;  Lot 170 to Sam Helling; and Lot 262 to Mike Zoll.  

 Road Report:   

  • Ken Brandel stated no complaints on the roads and everyone seems very happy with them.  Wayne Jensen swept the back road to get the ripples out. 
  • Snow Removal:  The board received 2 bids to plow roads this coming winter, one from Nick Hoffman (who did roads last year) and one from B&H Construction.  Discussion held and motion was made to accept Nick Hoffman again this coming year.  1st Hintzman, 2nd Engle, all approved.
  • Board asked that anyone who is mowing their yard to please not mow into the street.  The grass clipping should be blown back into your yards as these will clog up the drains in the winter. 

 Old Business: 

  • The board will put off notifying all homeowners to trim overhanging trees by their property until next Spring
  • Don Niosi asked the County if they require permits on decks and sheds.  The county does not require permits for putting on a deck.  The association does.
  • The county only requires permits on sheds which are larger than 10 X 10 and any shed which has a permanent floor.
  • Dave may have another buyer for the left over chloride the association has.
  • Received a complaint of dumping at the sand pit.  Discussion held as to how we can prevent residences from dumping appliances and electronics.  Board agreed to put up sign first to see if this will work.  Dave will order ‘NO DUMPING’ sign.

 New Business:  

  • Boat Storage:  Boats will be able to go into storage starting October 1, 2009, anyone interested in renting the boat storage please call Don Niosi to see if there is a spot open. 
  • Concern over ice on roads this winter:  Board was notified Joe Rausch has spreader with sand.  Ken Brandel will see if Hoffman can sand and if not will contact Joe Rausch.
  • Board has agreed to send letters to those residents who have been mowing grass clipping onto the street.
  • Discussion held on properties on island which are vacant and may be considered nuisances.

With no further business to discuss, there was a motion by Engle, 2nd by Shaffer to adjourn the meeting at 10:10 a.m.  All ayes, motion carried.

 

Next meeting scheduled for October 17th, 2009 at 9:00 a.m.
