October board Minutes (sorry for delay)

ESMANN ISLAND OWNER’S ASSOCIATION

BOARD MEETING

10-17-09 

Board Members Present:  Dave Wagner called the regular meeting to order at 9:00 a.m. with Doug Hintzman, Carol Buhman, Barb Engle, Ken Brandel, Don Niosi, Mike Shaffer in attendance and Dottie Reimer, secretary. Donna Gilkes, treasurer 

Members Present:  Richard Stabb,Ken Schmerbach, Larry Brown, Gary Schneider, Ed Schneider, Bob Gilkes and Jim Helling. 

Minutes:  Wagner called for motion to approve 9-15-09 board meeting minutes, 1st Hintzman; 2nd Buhman, approved, motion carried.  

Treasures Report:  Dave reported bank did not use funds in money market account to pay off part of road loan.  He will address this on Monday with bank. Motion to approve treasures report; 1st Engle; 2nd by Shaffer.      

Bills:  Bills submitted for approval. Dave stated he sent out past due assessment letters, most have paid, however, there are still some missing.   Dave shared list of property owners who have assessments due.  Dave stated 30 day letters will be sent to those who have not paid.  Discussion held on 1 lien which property now has been sold.  Dave has been in contact with new owners to recover past assessments due association.   Discussion held.  Motion to approve submitted bills 1st Niosi; 2nd Shaffer, motion carried. 

Building Permits:   1 permit submitted, Clete Davis, Lot 231. Motion to approve; 1st Niosi, 2nd Shaffer.   Building committee and board approved. 

PLEASE NOTE:  BUILDING PERMITS MUST BE APPROVED BY THE ESMANN ISLAND ASSOCIATION BOARD PRIOR TO ANY WORK BEING DONE ON PROPERTY.  

Please obtain a building permit from either Bob Gilkes or Wayne Jensen prior to doing any additions to your property. 

Property Ownership Changes:   No ownership changes have been submitted.   

Road Report:   

  • Ken Brandel bought some driveway markers for snow removal.  Spoke to Hoffman and Rausch about sand for roads this winter.  Hoffman does not have a sander and Rausch stated he would come and sand on demand.  Approximately $75.00 per trip.  He also stated he can mix salt and sand together if association wants.  Ken Brandel/Road committee will contact Rausch when time comes. 
  • Doug Hintzman to contact Hawkeye Sanitation to pick up mattress and box springs left in ditch on back road.

 

  • Doug questioned maintenance on drains for the winter, so we don’t have the back up next Spring.  Doug asked Ed Schneider if chloride was ever used in the drains so drains would not freeze up. Ed stated this would work if put in at the proper time. Discussion held and was stated the drains do not freeze and will take the water, it just takes awhile for it to do so; also the road is now higher which causes water to stand.  All property owners should be sure leaves are kept away from drains by their property.  Suggestion was made to put a drainage pipe on low spots.  Ken Brandel to call gas locators to see where lines are and then proceed to fix low spots.
  • Received letter from property owner refusing to pay for road repair cost.  Don Niosi spoke with gas company and they were instructed by homeowner to take out old gas lines in road.  Dave Wagner will respond to letter.
  • Dave will get the ‘NO DUMPING SIGNS’ 

Old Business: 

  • Dave stated Red Oak Landscaping will take the left over chloride the association has.
  • Once all chloride is taken, the garage will have more space to store boats, Don Niosi has list of names. All spaces have been rented.
  • Discussion held on nuisances on Island.  According to by-laws all campers and vehicles on property must be licensed.  Board agreed to postpone letters being sent to property owners until they have time to review.   Letters will be sent to those property owners whose buildings are covered under the nuisance by-laws. 
  • There is a ‘Stop’ sign lying down by the boat ramp and a two ‘No Parking’ signs attached to each other by the entrance to the Island.  Doug and Dave will remove both signs. 

New Business:  

  • There will not be a March 2010 meeting, April 24th will be the first board meeting in 2010. 
  • Dave asked the secretary and treasurer to turn in time sheets every quarter.
  • Discussion held on mowing common grounds next year.  Dave will put ad in paper for mowing bids in 2010.
  • Roof on garage has bad shingles, discussion held and agreed since the roof is not leaking at this time, to put off until Spring to repair.  Board will review again at the April 2010 meeting.
  • Board has request to take annual assessments on a monthly basis, board agreed this is not feasible.  Annual assessments are due in full by August of every year. 

With no further business to discuss, there was a motion by Hintzman, 2nd by Shaffer to adjourn the meeting at 10:00 a.m.  All ayes, motion carried. 

Next meeting scheduled for November 21, 2009 at 9:00 a.m.
