ESMANN ISLAND OWNER’S ASSOCIATION

BOARD MEETING

10-16-2010 

Board Members Present:  Dave Wagner called the regular meeting to order at 8:30 a.m. with Jim McGuire, Barb Engle, Mike Shaffer, Don Niosi, Ken Brandel and Carol Buhman in attendance, Dottie Reimer, secretary. Donna Gilkes, treasurer

Minutes:  Reviewed minutes from last meeting, Motion to approve 1st Engle, 2nd by Buhman, motion approved. 

Treasures Report:  Motion to approve treasurer’s report 1st by McGuire, 2nd by Shaffer, motion approved. 

Bills:  Current bills presented and reviewed.  Approved for payment.    

Building Permits:   Two (2) building permits presented: 

Rick Davis, Lot 300; Allen Haars, Lots 100 & 41 

Property Ownership Changes:   None at this time 

Road Report: 

Brandel reported Nick Hoffman has agreed to a 3 year contract for snow removal with a fuel charge revision 

Old Business:   There is no Old Business 

New Business: 

  • Esmann Island Association will make a donation to the Guttenberg Fire Department in the amount of $250.00.
  • Dave Wagner passed out next year’s budget.  Discussion was held and minor changes were made. Motion to approve 1st McGuire; 2nd by Buhman, motion carried. 

Bill Cappuchio from the Clayton County DNR spoke to the Esmann Island board and all members present regarding the changes being made by the FEMA maps.  He explained the Federal Emergency Management Agency issued a new preliminary Flood Insurance Rate Map for Clayton County on July 31, 2009.  He also stated the appeal period for contesting the new flood zone boundaries started in November 2009 and ended in February 2010. 

He explained that a floodway is that portion of the flood plain (including the channel) that – assuming the rest of the flood plain has been developed – is reserved for the conveyance of the 100-year flood flows.  

  • Any new construction cannot interfere with the flow of water and must footprint an existing building. 
  • Any hauling of fill to build up an existing lot must have permits from the county. 
  • FEMA will be sending a letter of final determination by December 2, 2010 and 6 months from this date (June 2, 2011) the new flood maps will take effect.

He suggested residents of the both Esmann and Abel Island that feel their property is inappropriately shown in a flood plain, may apply for a Letter of Map Amendment (LOMA).  Through this process, a property owner may submit surveyed ground elevation information to FEMA and request FEMA issue a document that officially removes the property from an identified flood zone.

Also, Beth Freeman in Kansas City, MO is our region FEMA administrator, no e-mail address was provided. 

He also suggests we should continue to contact our State and Federal officials to use a more updated version of the flood maps before final approval which is slated to be made final December 2, 2010 and go into effect June 2, 2011.

This information will also be available on the Esmann Island website and copies of letters received will be posted on the bulletin board.
