Esmann Island Homeowner’s Association Meeting Minutes August 20, 2022

Call to Order:   Meeting was called to order at 8:00am. by President Jane Root.  

Board Members:  Present were President Jane Ertl Root. Board Members:  Josh Geistkemper, Tim Ahlers. Kevin Thie, Linda Lampe, Nikki Lynch    Absent: Gail Scherr  

Also present- Treasurer: Cindy Lynch  Absent: Secretary Laurie Helling    

Members Present: Helen Schwietert, Ken Brandel, Mike and Lavonne Burke, Tom Lynch, Bob Sims, Terry Denner, Ken “Doc” Rolfe, and Roger Lake.

Minutes:  A motion was made by Josh Geistkemper to forgo reading of minutes,  Linda L. 2nd the motion. Motion approved, so moved.

Treasurer’s Report:

  • Lawyer payment: Jane had the lawyer finalize the claim to keep our Restrictive Use Covenant the same. This should be renewed every 10 years. Bill was $232
  • Annual donation to the fire department for $500  Josh G. made motion to approve donation by Board. 2nd  by Nikki L. Motion passed.
  • Property taxes $1078.00 which we pay annually and will continue to do so.
  • Outstanding Dues Assesments:  Cindy L. stated there is $1800.00 in past dues, statements will be sent to those members! Please submit as soon as possible.

Bills Submitted:

  • Alliant has gone up after the mid-year review from $92 to $152.
    • Hoffman- no complaints and Dale has done a great job and also has been sweeping the rock off the back road
    • Bi-county Sanitation, this is the biggest expense for the island so board wants to review this.
      • A discussion was had regarding the placement of a dumpster, but much concern of that being abused.
      • Cindy brought up Hawkeye but you must buy the bags. Linda will look into the cost of Kluesner Sanitation.
  • Insurance bill has increased slightly
    Signage was provided by Lampe’s down at the boat dock
    Dock repair: small amount to Buck Lampe and Tom Nagel to pay for parts for improving the dock.Thank you to all that helped make the dock more user friendly and safe
  • A library box will be provided due to Cindy donating her treasurer payments. Thank you, Cindy

Tim A. made a motion to approve the bills and Treasurer’s Report. 2nd by Kevin T. All in favor. Motion passed.

Building Permits: Roger Lake at 402 Riverview Rd turned in a road deposit and plans for a garage with living quarters above. This was turned over to the committee for approval.

Property Changes: 3 properties changed hands:

Morgan to Carlson & Kapinski 437 RVR
Duggan to Lake 402 RVR
Huber to Winders 408 RVR

Committee Reports:

  • Boat Storage: Don Niosi
  • Landscaping/Beautification Committee:  Reminder:  Please consider “ADOPTING A GARDEN”, section or area of common ground.  If you are interested, please contact Gail Scherr!  
  • Road Committee—See Old Business

Pond Committee:  Dredging company has taken a look at the pond depths/condition. No definite findings to report yet.

*Reminder: Can Collection Area has moved to East Side of Association Shed.

  • Do Not Crush Cans—they don’t get accepted at redemption center
    • No Plastic –  No Glass  –   No Garbage
    • Nickel cans Only
    • Use ONLY Clear plastic bags provided—NO BLACK GARBAGE BAGS or GROCERY BAGS
    • Huge thanks to the Volunteers that are stepping up to help sort and clean the cans prior to taking to redemption center!  We all benefit from the resources that these funds help pay for! PLEASE take a turn to help!    

EVENTS CALENDAR:  Reminder: Labor Day Golf Cart Parade. Line up 945 Pond Pavilion and parade start @ 1015

OLD BUSINESS:

  • Member Tom Lynch spoke with Friedlien who purchased a sweeper and he is willing to sweep all of the roads and place the extra rock in a common location for all to use for landscaping or any other projects for no more than $2000.00.
  • Josh mentioned that he spoke with Kluesner Blacktop,  who stated he would only recommend doing the corners. Josh to get a price for that.
  • Due to the amount of people unhappy with the roads and fall on the horizon, Tim A. made a motion to continue to check pricing but have roads swept for no more than $2000 as something needs done. Second by Nikki L. Motion passed.
  • Farm Lease discussion was had and all other options have been reviewed in the past so keeping as is.
  • Alliant Energy project (see below)
  • Dumping of concrete spoils: There was an incident where concrete was dumped after a job by the sand across from Winders. This causes major issues. Josh to contact American Concrete from Manchester.  Doc suggested moving the spoils to the dock ramp to fill in. Also, discussed adding that the homeowner is responsible for enforcing no dumping on island land and adding to the building permit.
  • Yard waste: Do we need a specific place to dump our yard waste?  Preferably up by the common garden area but please make sure no garbage is included.
  • Bob Sims asked about speed bumps. Nikki has done research and more discussion on the type and placement will be had once the issue with the road is resolved.

8/26/22 From Dustin Mohs (Manager Customer Operations) communication to Jane Root

I apologize that I didn’t get back to you last week. I forwarded your email to our internal group that’s working on this project to help provide you some talking points and I didn’t receive anything back. We did have a meeting on Monday and we are waiting on one permit and then we should be ready to start with the mainline. Once we have that permit, I’ll reach out to you to work on a good start date and location and answer any other questions you may have.

Due to the late start, I don’t see us installing any service lines to houses until spring of 23. This will allow us more time to work with the customers and their electricians.

NEW BUSINESS:

  • Who is eligible to run for the board?  Per the by-laws it states that a homeowner can have a proxy that pays the dues for them, run for the board. More clarification to come.
  • What defines an improved lot? Should we be charging more for some of these larger buildings on lots. More discussion to follow.
  • Contractors: All contractors should be instructed to use the back road. Example: a large boat dock being driven down the main road. This causes more wear and tear on the road. Members—Remind any of your contractors and  be sure you always encourage to use the back service road.
  • Nuisance issue(s):  There will be a Board drive around and nuisance letters will be sent where needed.
  • Linda mentioned that Allen Johnson, 466 RVR, has confirmed pin location at 463 River Road
  • Josh is looking into pricing for a new island dock down at the ramp. More research will continue but accepting donations was mentioned and will be discussed at a later date as more details come to light.
  • Please use Can Shed bags for your recyclable cans and not garbage bags. Also, please try your best to separate the non-refundable from refundable. The donations of cans are appreciated but remember that someone has to sort those. Please be respectful and keep all cigarette butts, garage, plastic, etc in the garage where they belong..

Motion made to adjourn the meeting by Jane Ertl. Josh made motion, 2nd from Tim Ahlers. All approved. Meeting adjourned at 9:20 am.
