August 18, 2018

 Board Members Present:  Meeting called to order at 8:10 am by President Terry Denner. Board members present: Tom Reimer,  Bruce Copeland, Bob Buhrow, Jane Ertl, Tony Reyerson. Absent: Chip Flory Also present were Helen Schwietert (Treasurer) Laurie Helling (Secretary)

Members present: Don Niosi, Ken Brandel, Dottie Reimer

Minutes:

  • Minutes of 7-21-18 meeting read aloud by Secretary. Motion made by Bruce Copeland to approve the board minutes.  2nd by Bob Buhrow.  All approved. Motion carried.

Treasurer’s Report:

  • Per Treasurer: Still 2 outstanding and now overdue Assessments. Letters will be sent. Need to be paid ASAP.
  • Motion made by Bob Buhrow to approve Treasurers Report. 2nd by Jane Ertl. All approved. Motion passed.

Bills:

  • Bills Presented:  Insurance, Utilities, Mowing, County Taxes
  • Bob Buhrow made motion to approve bills, Tony Reyerson 2nd. All in favor.  Motion carried.

Building Permits:  None at this time. However, discussion was held regarding a landscaping wall S. Sheppard would like to construct adjacent to neighboring lot at his storage shed site. Tony Reyerson suggested a Title Company write up a document so both parties would agree to details and that nothing can be built on it. It would be filed with Association. Follow up at next meeting.

Property Ownership Changes:

  • None at this time

Road Report: Nothing to report at this time

Boat Storage Committee:   Don Niosi presented updated and current list for fall storage. At this point the building is full and members on waiting list. Any questions, please contact Don Niosi.

Ramp Committee:    Nothing to report at this time

Pond Committee:   Shelter is progressing very well. Lots of activity last weekend.  Thanks to everyone who pitched in!

  • Scott Kainz volunteered to pull electrical wire for us when ready. Discuss with Alliant. Will run North to a pedestal.
  • Discussion on creating and placing more prominent signage around the pond and playground area.
  • Discussion on possible statute and future self-governance of area.
  • Discussed Pond Fund which has grown quite a bit and what is proper way to reimburse the Island Association for expenses.
    • Board will contact Dave Wagner

OLD BUSINESS:

  • Association Insurance
    • Decision was made to move from Grinnell Mutual to United Fire. The coverage will be equal to what we had. Scott DeSousa, representative based in Dyersville from Friedman Insurance (Dubuque), came to the meeting to explain policies and answer any questions from Board members.
    • Switched to United Fire August 15th. Policy is matched apples to apples from the policy we had previously with Grinnell Mutual.
    • Coverage for Buildings etc. (replacement cost)
    • General Liability coverage with additional umbrella policy, fiduciary, surety bond.
    • Director and officers coverage
    • Annual Cost $2947
    • Draft letter to Tujetsch Agency thanking them for their past service.

NEW BUSINESS:

  • Member Dottie Reimer brought up to the board that she and her husband Tom own half of Lot 108 which is a very small and unimproved lot and only used for river access. Dottie was requesting that since this is only a 10 ft walkway and easement it should be granted an adjustment on dues assessment.
  • Tabled for next meeting and further discussion
  • REMINDER: GOLF CART PARADE on SUNDAY-SEPT. 2ND LABOR DAY WEEKEND!
    • NOTE: New starting & ending point at the POND SHELTER!
    • Line up at 9:30 Parade start 10 am
    • 2 Divisions: Adult and Kids
    • At end of parade there will be a Pot Luck Meal at the shelter for a Recognition & Dedication ceremony!
    • More details to come!
  • NOTE: September Meeting has been moved a week later because of several Board schedule conflicts.

July 21, 2018

Board Members Present:

Minutes:

  • Minutes of 6-23-18 meeting read aloud by Secretary. Motion made by Chip Flory to approve the board minutes of 6-23-18  2nd by Tom Reimer.  All approved. Motion carried.

Treasurer’s Report:

  • Terry Denner & Jane Ertl recently moved funds to an 8 month CD at Fidelity Bank with a 2.35% rate.
  • Accumulated Depreciation was noted and corrected in the QuickBooks report on the Association laptop.
  • Per Treasurer: Still about 19-20 Member Dues Outstanding. Will be sending reminders. Need to be paid ASAP. Any assessment not paid by August 3, 2017 will be assessed an interest charge of 12%.
  • Motion made by Bruce Copeland to approve Treasurers Report. 2nd Bob Buhrow. All approved. Motion passed.

Bills:

  • Bills Presented:  Utilities, Mowing, 2 invoices for gate materials.
    • Materials were purchased for fabrication of high water gates for back road  $694.08 and $199.85
    • Mowing- Current mowing service will finish out the 2018 year.
    • Bids will be taken for the 2019 mowing for common grounds.
      • Will place ad in Guttenberg Press
    • Treasurer’s Time Sheet $390.75
    • Utlities: Black Hills *Board will ask BH to remove the gas meter at office building. Hardly ever used. Will switch furnace to propane tank.

 Building Permits:  None at this time

  • Road Deposit remitted by Kent Root & Jane Ertl
  • Note: Seawall construction does need a permit from board including Road Deposit.

Property Ownership Changes:

  • Lot 210 (357 Second Ave) from Hess to Biedermann Homes, LLC .

Road Report:   At conclusion of meeting, Board members will drive around island to inspect current road deposit checks and if they are ready to be returned to members.

Ramp Committee:   North Ramp Work has been completed and open for use.

Pond Committee:   Thank you to everyone who volunteered for Clean Up Day at the Pond

OLD BUSINESS:

  • Association Insurance
    • Board is conducting a review of current insurance, cost, coverage and policies as the renewal date is approaching August 15th. Annual cost has been approx. $4500 this past year.
    • Discussion held on reviews so far of coverage for general liability, umbrella policy, coverage for fiduciary activity etc.
    • New bids from Grinnell Mutual and United Fire
    • Dave Wagner was present at meeting and verified the Esmann Association is a ‘C” Corporation on taxes rather than an HOA.
    • Discussion tabled upon further review of coverage, policies and cost comparisons.
    • August 11-Special Meeting of Board members to discuss and decide on insurance going forward.
  • REMINDER: Esmann Island Garage Sale—Weekend July 28!

 NEW BUSINESS:

  • Shelter Rafters and poles have been donated
  • Discussion held on future use of shelter/pavilion and having a sign-up sheet for reserved use.
    • Discussion on a small reservation fee
    • New signage for pond and common ground area

June 23, 2018

Board Members Present:

Meeting called to order at 11:05 am by President Terry Denner. Board members present: Tom Reimer,  Bruce Copeland, Bob Buhrow, Jane Ertl, Chip Flory, Tony Reyerson  Also present were Helen Schwietert (Treasurer) Laurie Helling (Secretary)

1st Order of Business:  Bruce Copeland made motion to retain current President Terry Denner and Vice-President Jane Ertl. Bob Buhrow 2nd the motion. All in favor and motion passed.

Minutes:

  • Motion made to approve the board minutes of 5-19-2018 by Tony Reyerson  2nd by Bruce Copeland.  All approved. Motion carried.

Treasurer’s Report:

  • Treasurers Report had been presented in Annual Meeting so no additional motion was made.

Bills:

  • Bills Presented:  Utilities, Mowing, Final Ramp Invoice.
    • Bids for  2019 Lawn Mowing will begin.
    • Discussion on current Lawn Service and check on current contract. Tony will be sending him a letter on expectations.
    • Tony Reyerson will contact Roger Moen about getting a new Island plot map.
    • Next meeting, the board will tour the island to check common grounds.
  • Tom Reimer made motion to approve bills,  Bruce Copeland 2nd. All in favor.  Motion carried.

Building Permits:  None at this time

Property Ownership Changes:

  • Board has heard of a few ownership changes ongoing.
  • Helen will email Laurie changes.
    • McCullick buying Carpenter lot.
    • Hansen sold to David Coon but will remain using the property.

 OLD BUSINESS:

  • Association Insurance.
    • Jane Ertl will get a review of our current policies and get an opinion as to whether our coverage and policies are sufficient for our needs.
    • Depending on that opinion, we may possibly seek new insurance bids as our renewal will be in August.

NEW BUSINESS:

  • REMINDER: POND CLEAN UP- JULY 21st (8-12) Clean up cart trail, rake sand, rake algae away from shoreline. Possibly add additional landscaping. Bring bug spray, gloves, rakes, shovels and a can do attitude.
  • If you can’t physically help, it would be awesome to have some water/soda donations to the clean up crew! *If there is a change in date/time, you will see a notification on the website, email list and Facebook. Thanks!
  • Reminder to Pet/Dog Owners to abide by leash and dog ordinances. Clean Up after your dogs! Thank you.

Annual Meeting Minutes

June 23, 2018

Call to Order:  The Annual Meeting was called to order at 10:00 a.m. by President Terry Denner. Terry made note that the Annual Meeting notice was mailed two weeks prior to meeting.

Board Roll Call:  Present were President Terry Denner, Vice-President Jane Ertl Root, Board Members Tom Reimer, Chad Williams, Tony Reyerson, Bruce Copeland, and Bob Buhrow. Treasurer: Helen Schwietert and Secretary Laurie Helling also present.

The Board wishes to thank all members who have helped out this past year. With volunteer cooperation, we again have been able to keep our association dues in line, and have been able to continue improving and enjoying our community!

Annual Meeting Minutes of 6-24-2017 were announced.

  • Terry Denner asked Ken Root to proceed with reading of last year’s minutes. Terry also asked if any members present if the minutes to be read aloud. There were no requests or questions regarding minutes by members present, so therefore a motion was made to waive reading of minutes aloud.  Terry Denner made motion, Ken Root 2nd .  All approved. Motion Passed.

Treasurer’s Annual Report:

  • Cash Flow and Balance Sheet presented by Terry Denner.
    • Terry Denner announced change in Annual Report to the accumulated depreciation.
    • Correction was made and recorded in the Association QuickBooks reports.
      • Question was raised from floor, member Bob Gilkes, asked about the final cost of the new north boat ramp.
      • Terry Denner addressed that we did come in under budget, and will refer to this improvement again in Old Business.
    • Terry asked for a motion from the floor to approve the Treasurer’s Report. Motion made and 2nd by   All approved. Motion Passed.

Committee Reports:

  • Road Report:
    • Tom Reimer said roads are in pretty good shape. However it was brought up to the members present of vehicles ignoring the Road Closed signs on the back road during high water this spring. Vehicles were going completely around the signs into the field even knocking the signage over.
    • Because of these continued actions, the board has proposed putting up a bar gate to go across back road during high water at the entrance and at the bulletin board on the north end.
    • The board has already addressed Bard and other cement companies NOT to clean out their trucks on common ground. It should be done at the property where work is being done or off the island.
  • Beautification & Pond Committee Updates (to be discussed under Old/New Business)
  • Boat Ramp: North Ramp is finished
    • Dennis Winders Jr. requested a tree be removed near the entrance of the new ramp as it could be a hazard when backing up trailers and vehicles.
  • Boat Storage: Don Niosi reported there are a few spots open, and as always first come, first serve. There is usually a waiting list so please contact Don with any questions.
    • Summer Trailer Storage: Room for up to 10 trailers for summer months, immediately following annual meeting.

As reported in the May minutes:

  • Effective August 1, 2018, new pricing. See below & May Minutes.
  • Boat Storage fees from August 1st until spring – 6 mo. minimum.
  • Length is measured from rear of motor to front of trailer
  • Runabout: length X $1.50 per foot per month
  • Example 21’ x $1.50 =$31.5 x 6 months = $189
  • Pontoon boats: $2.00 per foot per month
  • Example 29 x $2.00 =$58 x 6 months = $348
  • Storage Garage (concrete floor): Length X $2.50 per foot per month.

ELECTION of Board Members:

Terry Denner explained there are 2 Board positions, both 3-year positions open.

There is also a 1 year term position open, which Tom Reimer has agreed to continue in this position if so voted.

There are 3 nominees for the two 3 yr positions. Terry asked each candidate to stand and give everyone a little background bio.

  • Chip Flory
  • Tony Reyerson

Ballots were collected and counted during the meeting. Results were added at end of meeting.

  • Tom Reimer will continue in 1 yr position
  • Chip Flory and Tony Reyerson will fill the two 3 yr positions.
  • Votes were very close and we thank all the nominees for stepping up to participate on the board!

OLD BUSINESS:

  • Storage Building Update. Last year, a proposal was brought forward to the members about the possibility of building a storage facility on the island. After a close vote at the 2017 annual meeting it was agreed to research the viability of such a project.
    • Terry Denner told everyone that initial bids were researched and collected by various board members but were very expensive. After all the bad storms and national hurricanes in 2017, building materials cost and labor have really increased in cost. High cost is also associated with the County dues & assessments, taxes and insurance.
    • Based on the high cost and limited interest, the board will not be moving forward with this proposal unless circumstances and viability change in the future.
  • Golf Cart Drivers: PLEASE abide by the 15 MPH Speed Limit. This is for ALL vehicles! If you have guests, please inform them of the island road rules.
    • PLEASE NOTE: There have been many reports of very young children driving carts unaccompanied.
    • 12+ is recommended age. This is member responsibility for safety on the roads with golf carts and other recreational vehicles.
    • PLEASE place your Lot Number on your cart (sticker-decal)
    • Will repost the Esmann/Abel Island Road Recommendations and rules.
  • Tree Trimming:
    • Members were reminded to trim the tree branches, shrubs, vines etc. that hang or encroach into the road.
    • 6 ft of easement —Member responsibility
    • Island crew (board and member volunteers) will take care of the back road and common grounds.
    • Island Clean Up Day—JULY 21st. (see Additional Info under Beautification/Pond info New Business.)
  • High Water Gates (as mentioned by Road Report) will be constructed for back road. To be gated & closed on North & South end when water covering back road.
  • Taking Bids for Lawn Mowing—Common Grounds 2019
  • Bard Concrete-No clean out on common grounds
  • Dog Ordinance: As recorded in the May 2018 Board Minutes, a dog ordinance has been posted for all members. Dogs need to be kept in control, have their proper shots etc.
    • It is Members’ responsibility to maintain control of dogs & pets, clean up after them, and make sure they are not a nuisance on the island.
    • If someone’s dog bites anyone on the island, the dog (or pet) will need to leave the island immediately.

North Boat Ramp: Is complete. Terry Lubbers brought up the concern of the raised concrete at old ramp.  The old ramp will stay open for use as needed. We will most likely be positioning the island dock close to the old ramp.

NEW BUSINESS:

POND:  Restoration continues in the Pond area

  • The committee continues to raise funds through various ways.
  • Volleyball poles and Tether ball pole are installed
  • Sheppards have very generously donated a concrete slab for a picnic shelter to be built.
  • Cart path maintenance and beautification continue.
  • Tom Lynch mentioned there is a steep drop off spot along the path that will be addressed.
  • Beach area is looking great and being used quite often. Signage is in place regarding swimming at own risk. No lifeguard, etc.
  • Can Collection & Redemption will continue at Assoc. building site.
    • Boxes for sale for collecting your cans. Contact Stacy Zearley.
    • Cans only. NO bottles.
  • Tony Reyerson raised the question to Pond Committee about property lines and proper permissions from DNR, Corps etc. Kari Winders answered for committee and ensured proper channels and contacts have been made regarding shorelines, and any land activities at the pond common ground.
  • Terry Denner will check to make sure Island Association Insurance is sufficient to cover accidents, injuries and liabilities.
  • A few members recommended even more signage for the area (more is better) to cover our responsibility.
  • A member was very appreciative of other island members commenting how well her kids were behaving at the pond area and encourages more people to “catch kids being good” and tell them how appreciated it is when they are respectful of property and the island. Holds true for adults too!

Events Calendar—Cindy Miller encouraged new members or anyone is isn’t on email list to get info or any updates to her or secretary, Laurie Helling, so the events calendar is getting to everyone.

Thank you, thank you, thank you to everyone who donated plants and flowers to be planted along the cart path or back road. A HUGE thank you to Mary Eulberg who planted all of them! Looks beautiful!

Please feel free to drop off your grass clippings and leaves (this fall) for mulch. North end of back road to the pond.

Request for large landscaping rocks (approx.. 6 or so) for the cart path area and pond common grounds.

Flag Project: Members cut new poles and donated 15 flags. The plan is to have the flags on display Memorial Day through July 4th holidays.

NEW SHELTER: To help fund the building of the pond shelter, plaques will be given in return for a donation of certain amounts. These will be memorial plaques. See Kari Winders for donation details.

We’d really like to also recognize Steve & Mary Shepherd for their donation of time and heavy equipment. Also the Perrinjaquets, Chris & Cindy Miller, Terry & Terri Denner and so many more!

JULY 21 CLEAN UP:

  • Volunteers very welcome to participate!
  • If you can’t physically help, please consider donating water or refreshments to the workers.
  • Bring gloves, shovels, rakes
  • Be very careful of playing children in the pond area, common grounds.
  • Could use help raking the algae along the shoreline.

Minutes:

  • Motion made to approve the board minutes of 4-18-2018 by Tony Reyerson  2nd by Chad Williams.  All approved. Motion carried.

Treasurer’s Report:

  • Treasurer’s Report & statement presented
  • Lot 201 was paid-$191.75
  • Motion made by Jane Ertl to approve Treasurer’s report. 2nd by Tony Reyerson.  All approved. Motion carried.

  • Bills Presented:  Utilities, Mowing, taxes, Bi-County
    • Discussion held on Mowing duties, weed trimming, picking up debris left from high water/storms.
    • Tony will call mowing contractor and remind to trim weeds along common ground.
    • Big debris, sticks etc. will be removed by island members.
    • Thank you to those who have already done clean up without being asked.

Building Permits:

Property Ownership Changes:

Road Report:  

  • A few cracks have opened up. Board members will do a tar and cold patch those spots.
  • REMINDER: IF you have a large piece of equipment, concrete truck, concrete pumper, members need to put down a road deposit. Property owners are responsible for the road and any repairs that would occur from work being done on your lot(s).
  • Discussion held on BARD cleaning out trucks on the common ground. A large cement pile has formed again! Tony Reyerson will call BARD and let them know, again, any cleaning should be on the property owner’s lot or off the island property. Not in common grounds.
  • Discussion held on many people ignoring Road Closed signs this spring when back road was underwater, even to point of driving through the farm field.
  • Tony Reyerson made motion to fabricate a simple bar gate for both entrances to back road during high water. Cost not to exceed $2500. Jane Ertl 2nd All in favor. Motion passed.

Boat Storage Committee:

  • Don Niosi reports there will be an opening in the attached garage to the Association building, however there is a waiting list. Discussion held on the storage of boats and trailers and charges related to storage.
  • Motion made by Tony Reyerson, 2nd by Tom Reimer to adjust pricing for boat storage  **See Addendum

 Ramp Committee:   The new boat ramp approach will be poured within next two weeks, weather permitting.

  • We were hoping to have it done before holiday weekend, but unlikely. Will place signs not to use/block the new ramp way.  Regular old North Ramp IS OPEN for use. Dock is not in water yet.
  • Board member will connect with Friedlein to move process forward & complete asap.

Beautification Committee:   New trees have been planted along common ground parallel to the sand pit.

If you have plants to divide and wish to donate to committee, please place at the end of the cart trail just before the pond. Thank you all for the great donations so far!

Discussion held on the importance of getting and having continuous representation regarding County Taxes.

We know how everyone on the island has been affected by Clayton County tax increases the past couple years. Will mention it as an agenda point at the annual meeting and how we might continue to have our voices heard on current & future taxing situation.

  • Discussion held on preliminary Annual Meeting Agenda and inserts for the mailing to be sent out the week of June 7th.

 REMINDER:  3–BOARD MEMBER OPENINGS  Need to be Voted on by/at Annual Meeting!

Pond Recreation Area:  Input needed and welcomed for the ongoing improvement of pond recreation area.  Teri Denner and Cindy Miller presented preliminary draft to include with annual meeting mailing.

POND WORK DATE:  **Tentative  June 2nd 9-12.  Clean up cart trail, rake sand, pickup any remaining debris from spring high water. Bring bug spray, gloves, rakes, shovels and a can do attitude. Boat Storage   Storage fees from August 1st until spring – 6 mo. minimum.

Length is measured from rear of motor to front of trailer

Runabout: length X $1.50 per foot per month

Example 21’ x $1.50 =$31.5 x 6 months = $189

Pontoon boats: $2.00 per foot per month

Example 29 x $2.00 =$58 x 6 months = $348

Storage Garage: Length X $2.50 per foot per month.

Board Meeting

April 21, 2018

 Board Members Present: Meeting called to order at 8:03 am by President Terry Denner. Board members present: Tom Reimer,  Bruce Copeland, Jane Ertl, Chad Williams, Tony Reyerson  Absent: Bob Buhrow Also present were Helen Schwietert (Treasurer) Laurie Helling (Secretary)

Minutes:

  • Motion made to approve the board minutes of 10-21-17 by Tony Reyerson  2nd by Chad Williams.  All approved. Motion carried.

Treasurer’s Report:

  • Treasurer’s Report & statement presented by Terry Denner.
  • Motion made by Tony Reyerson to approve Treasurer’s report. 2nd by Chad Williams.  All approved. Motion carried.

 Bills:

  • Bills Presented:  Utilities, snow removal & sanding, taxes, Bi-County

Building Permits:

Property Ownership Changes:

Road Report:  

  • Nothing to report at this time.

 Boat Storage Committee:  Don Niosi reports there is only 1 new opening at this time for boat storage.

 Ramp Committee:   The new boat ramp approach will be poured within next two weeks, weather permitting.

  • It was brought to attention of board to possibly block off 2nd Ave ramp next winter with a rope or chain. A visitor to the island accidentally drove down and got stuck this winter.

Beautification Committee:  Nothing new to report at this time

Pond Committee:  **See under New Business

OLD BUSINESS:

North Ramp-.

  • The new boat ramp approach will be poured within next two weeks, weather permitting.
  • Pond fund is now just under $1000
  • Tony Reyerson suggested Assoc. pay for a survey of back lot lines by pond/common ground
  • Discussion on placing large rocks or landscaping to prevent cars/trucks from driving through common grounds to by pond to back properties. Accessible by carts only.
  • We now have donated swings, basketball pole

 NEW BUSINESS:

  • Neal property last year payment and pro-rated until end of May is paid.
  • Insurance payments have now all been moved to August
  • FYI: Alliant Energy will be redoing some of the overhead lines, burying new lines and added a new transformer to boost the power for back road area of island. No expense to association.
  • A proposal was raised to contact Black Hills to remove the gas meter on Island building and look at alternative for the furnace. Approx. $400 yr for the meter that rarely is used.
  • It was brought to board’s attention of dogs running loose on the island this winter and early spring.
    • Dog waste was not being picked up
    • Island members were startled and scared as unleashed dogs have suddenly run out while they’ve been walking or just appearing in their yards.
    • Discussion held on leash policy which is already in existence, and also an additional policy should be posted on “Owner Responsibilty” and owner’s own liability.
  • Terry Denner made motion to post the following as a guideline to abide for island dog owners, and guests of Island members abide by leashing pets, control of pets on your property. Clean up after them.
  • All Approved, motion carried.

Current State Laws:

351.25. Dog as property

All dogs under six months of age, and all dogs over said age and wearing a collar with a valid rabies vaccination tag attached to the collar, shall be deemed property. Dogs not provided with a rabies vaccination tag shall not be deemed property.

351.26. Right and duty to kill untagged dog

It shall be lawful for any person, and the duty of all peace officers within their respective jurisdictions unless such jurisdiction shall have otherwise provided for the seizure and impoundment of dogs, to kill any dog for which a rabies vaccination tag is required, when the dog is not wearing a collar with rabies vaccination tag attached.

351.27. Right to kill tagged dog

It shall be lawful for any person to kill a dog, wearing a collar with a rabies vaccination tag attached, when the dog is caught in the act of chasing, maiming, or killing any domestic animal or fowl, or when such dog is attacking or attempting to bite a person.

351.28. Liability for damages

The owner of a dog shall be liable to an injured party for all damages done by the dog, when the dog is caught in the action of worrying, maiming, or killing a domestic animal, or the dog is attacking or attempting to bite a person, except when the party damaged is doing an unlawful act, directly contributing to the injury. This section does not apply to damage done by a dog affected with hydrophobia unless the owner of the dog had reasonable grounds to know that the dog was afflicted with hydrophobia and by reasonable effort might have prevented the injury.

351.33. Rabies vaccination

Every owner of a dog shall obtain a rabies vaccination for such animal. It shall be unlawful for any person to own or have a dog in the person’s possession, six months of age or over, which has not been vaccinated against rabies. Dogs kept in kennels and not allowed to run at large shall not be subject to these vaccination requirements.

351.36. Enforcement

Local health and law enforcement officials shall enforce the provisions of sections 351.33 to 351.43 relating to vaccination and impoundment of dogs. Such public officials shall not be responsible for any accident or disease of a dog resulting from the enforcement of the provisions of said sections.

351.37. Dogs running at large–impoundment—disposition

A dog shall be apprehended and impounded by a local board of health or law enforcement official if the dog is running at large and the dog is not wearing a valid rabies vaccination tag or a rabies vaccination certificate is not presented to the local board of health or law enforcement official.

Road Embargo Lifted

The temporary road embargo has been lifted. However, please keep in mind, at any time of the year, if an island member (or any of their contracted work) damages the road, the member will be assessed any repair cost.

Temporary Road Embargo for Heavy Vehicles/Equipment

Hello islanders!

It’s that time of year again.  Due to the ground frost going out– we are closing roads until further notice to heavy equipment, large trucks, trailers, etc. to protect the roads. We will post when it is OK to allow them resume once the soil stabilizes.  Note– if an island member (or any of their contracted work) damages the road, they are assessed any repair cost.  

The garbage container will stay at the south end of the island until the embargo is lifted. * There will be no garbage pick up at individual residences during this time.
